Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for the "Sluice Gate Actuator, Stem and Nut Replacement" project at the Hamlet District Pumping Station, Woonsocket Flood Reduction Project in Woonsocket, RI. The U.S. Army Corps of Engineers is procuring these services.

• Replacement of electric sluice gate actuators, stems, and nuts for two existing sluice gates.

• Installation of new controls for the two sluice gates.

• Re-alignment, cleaning, and lubrication of the sluice gates.

• All work must be performed in accordance with the Statement of Work and to the acceptance of the Technical Point of Contact.

• Submittals required prior to work commencement include: Accident Prevention Plan Worksheet (ENG Form 6293), Activity Hazard Analysis (AHA), Site Safety and Health Officer Designation Letter (ENG Form 6282), and First Aid/CPR Certifications.

• Work must comply with USACE EM 385-1-1 and applicable OSHA, federal, state, and local safety requirements.

• Site-specific Accident Prevention Plan (APP) required.

• Activity Hazard Analysis (AHA) required for each definable feature of work.

• A Level 3 Site Safety and Health Officer (SSHO) must be employed.

• At least two employees must be certified in First Aid and CPR for shifts with multiple employees.

• All accidents and near misses must be investigated and reported.

• Employee exposure data must be reported.

• Contractor is responsible for obtaining necessary licenses and permits.

• Contractor must comply with all security policies and FPCON/HPCON measures.

• Contractor is responsible for restoring any damaged Government or private property.

• Contractor must practice good housekeeping and clean up the job site.

• Contractor is responsible for providing all materials; Government will not provide equipment or resources.

• Products must meet EPA and USDA BioPreferred Program requirements for recycled content and bio-based content.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: 180 days from Notice to Proceed.

• Estimated Cost: Between $100,000 and $250,000.

• Quotations are due by close of business on 05 March 2026.

• Quotes must be submitted via email to the Contract Specialist.

• Evaluation factors: Technical, Price, and Past Performance.

• A comparative evaluation will be performed.

• Vendors must be registered in the System for Award Management (SAM).

• Site visits are highly recommended.

• Bid Guarantee is NOT required.

• Payment Protection (Payment Bond or Irrevocable Letter of Credit) is required for contracts at or above $150,000.00.

• This RFQ is NOT a small business set-aside.

• A Preconstruction Conference will be held prior to the start of any site work.

• The project site is located at 151 Davison Avenue, Woonsocket, Rhode Island.
