Purpose & Scope
This MATOC will provide full-service construction of real property facilities and/or their systems and components. Projects will range from the simplified acquisition threshold up to approximately $10 million, covering Sustainment, Restoration and Modernization (SRM), Operations & Maintenance (O&M), new Military Construction (MILCON), and Unspecified Minor Military Construction (UMMC). The MATOC is not intended for Design-Build (DB) requirements. Work will be performed at discrete sites within the New England District AOR (Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York) and potentially throughout the North Atlantic Division AOR (Pennsylvania, New Jersey, Delaware, Maryland, Virginia, West Virginia, District of Columbia).

- Task Orders: Firm fixed-price, to be competed among MATOC awardees.

Eligibility & Set-Aside
This procurement is a Total Small Business Set-Aside (FAR 19.5), open to all small business entities, including Women-Owned, HUBZone, and Service-Disabled Veteran-Owned businesses. Market research indicates sufficient qualified small business firms.

This document is a Determination and Findings (D&F) supporting consolidation, not the solicitation itself.
