Eligibility & Submission
This procurement is a 100% Small Business Set-Aside. Offerors must have an active registration in SAM.gov. Proposals will be evaluated on a best value trade-off basis. Key personnel requirements include Project Managers holding an active Professional Engineer (PE) or Registered Architect (RA) license, which will not be waived. Site Superintendents cannot also serve as CQC Managers or SSHOs. Bid bonds are required for task orders, but not for the initial IDIQ proposal submission. Past performance projects must be 100% complete by the original solicitation date to be considered recent. Volume 1 submissions will now be accepted in PDF format, though native file formats are still required for all files. Joint Venture past performance will be accepted, provided the Offeror clearly articulates their role.
