Key Submission Requirements
Proposals must adhere to specific instructions, including a 6-page abstract (Attachment A) and a 12-page technical/management proposal (Volume I, Attachment C). A detailed price proposal (Volume II, Attachment D) using the provided spreadsheet (Attachment E) is required, outlining costs over the 24-month Phase 1. Proposers must also submit an Attachment B Proposal Summary Slide, Attachment F Other Transaction Certifications, Attachment G Task Description Document, and Attachment H Schedule of Milestones and Payments. Compliance with the Controlled Unclassified Information (CUI) Guide (Attachment J) is mandatory, and Government Purpose Rights (GPR) are required for Intellectual Property.
