Program Overview & Scope
The Smash program, managed by DARPA's Microsystems Technology Office (MTO), seeks to create technologies that leverage parallel processing to drive process yield across multiple elements, maximize energy utilization in intrinsic separation processes, and ensure scalability for industrial operations. The goal is to separate any solid feedstock into its individual, neutrally pure elements, with near-zero waste and high energy efficiency. The government will provide bulk synthetic solid-phase feedstock for performance evaluation, and performers must demonstrate separation of at least one feedstock by mid-Phase 1 and two by the end of Phase 1. Research should investigate revolutionary advances, not evolutionary improvements.
Contract Details
This is a Solicitation for an Other Transaction (OT) for Research under 10 U.S.C. § 4021. Multiple awards are anticipated. Phase 1 is a 24-month effort, with an estimated start date of September 1, 2026. Phase 2 (another 24 months) is not solicited under this PA. There is no set-aside; all responsible sources, including U.S. and non-U.S. entities, are encouraged to submit.
Submission Requirements & Deadlines
- Proposers Day: February 24, 2026.
- Proposal Abstract Due: March 9, 2026, 1:00 p.m. ET (mandatory).
- Questions Due: April 10, 2026, 5:00 p.m. ET.
- Proposal Due: April 24, 2026, 1:00 p.m. ET.
- Oral Presentations: Anticipated May 5–14, 2026. These are limited to 20 slides and 30 minutes (including video demonstrations), focusing on technical discussion, innovation, risks, and how the solution meets program metrics. No notes section will be reviewed.
- Proposal Format: Full proposals must include a technical and management volume (Volume I, limited to 12 pages) and a price volume (Volume II). Attachment E (Price Summary Spreadsheet) is mandatory for cost proposals, detailing Phase 1 costs only.
- Key Attachments: Proposers must use templates for abstracts (Attachment A), proposal summary slides (Attachment B), technical proposals (Attachment C), price proposals (Attachment D), price summary spreadsheet (Attachment E), certifications (Attachment F), Task Description Document (Attachment G), Schedule of Milestones and Payments (Attachment H), and review the Model Other Transaction for Research (Attachment I) and the CUI Guide (Attachment J).
Evaluation Criteria
Proposals will be evaluated in descending order of importance: Overall Scientific and Technical Merit; Potential Contribution and Relevance to the DARPA Mission; and Budget and Price.
Important Notes
Proposers must include a detailed commercialization plan. There are no restrictions on Technology Readiness Level (TRL), but mature technologies must describe high-risk research. Teaming may enhance capabilities but is not facilitated by DARPA. Performers must comply with NIST SP 800-171 and DoDI 8582.01 for cybersecurity or propose a plan for compliance.
