Submission & Evaluation

• Offer Acceptance Period: 60 calendar days from receipt of offers.
• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on:
  1. Technical Approach: Demonstrated capability, understanding of requirements, explanation of approach, subcontracting plan, sequencing, and resources.
  2. Past Performance: List of three similar projects within the last three years, evaluated as Acceptable or Neutral.
  3. Price: Fair and reasonable.
• Award will be made to the highest technically rated offeror, provided price is fair and reasonable and past performance is acceptable or neutral. Tradeoffs will not be conducted.
