This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for the Smokey Circle Fire Center HVAC replacement. The government is procuring the removal, disposal, and replacement of existing HVAC units and associated ducting, including any necessary repairs to damaged HVAC ducting, ceiling drywall, texture, moisture barrier, and insulation.

• Furnish all supervision, materials, equipment, tools, parts, labor, and transportation for HVAC unit and ducting replacement.

• Reinstall damaged HVAC ducting, ceiling drywall, texture, moisture barrier, and insulation as needed.

• Work must comply with all applicable regulations and permits.

• Evaporative cooler specifications: side or bottom draft design, up to 6,500 CFM, cooling at least 2,200 sq ft (relocated) or 1,700 sq ft (rooftop), compatible with 1/2 HP or 3/4 HP motors.

• The Statement of Work (SOW) and Wage Determination are attached.

• Anticipated contract type: Firm-Fixed-Price.

• Period of Performance: 90 calendar days after Notice to Proceed (NTP), with work to commence within 10 days of NTP.

• Estimated Period of Performance: 04/01/2026 to 07/03/2026.

• Quotes must be emailed to troy.mccullough@usda.gov by March 30th, 2026, 1:00 PM Central Daylight Time.

• Offers must be held firm for 60 calendar days from the receipt date.

• Evaluation will be based on best value to the Government, considering Technical Approach, Past Performance, and Price.

• Technical Approach: Assesses the offeror's ability to meet requirements, including capability explanation, subcontracting plan, subcontractor experience, work sequencing, and resource availability.

• Past Performance: Requires a list of three similar projects completed in the last three years, with details on location, POC, cost, and narrative. Will be rated Acceptable, Neutral, or Unacceptable.

• Price: Will be evaluated for fairness and reasonableness.

• Award will be made to the highest technically rated offeror whose price is fair and reasonable and whose past performance is acceptable or neutral. Tradeoffs will not be conducted.

• This acquisition is a Total Small Business Set-Aside.

• Offerors must have an active entity registration at SAM.gov.

• Davis-Bacon wages apply.
