• Lump Sum vs. Unit Price: Lump sum items are not directly measured. Unit price items have estimated quantities that are approximate and payment is based on actual work performed.
• Total Work Coverage: The sum of all bid items must equal all work required by drawings and specifications.
• Units of Measurement: Standard U.S. customary units are used, including Cubic Yard (CY), Each (EA), Gallons (GAL), Hour (HR), Linear Foot (LF), Lump Sum (LS), Square Foot (SF), and Square Yard (SY).
• Determination of Quantities: Methods include Actual Quantities (AQ), Contract Quantities (CQ), and Lump Sum Quantities (LSQ).
• Specific Bid Items: Details are provided for "Mobilization/Demobilization" (lump sum), "Remove and replace large electric in-wall heaters" (lump sum), and other similar removal/replacement items.

This is a combined synopsis/solicitation for commercial items to procure the removal and replacement of specified electric in-wall heaters, furnaces, boilers, and related components at the Shadow Mountain Village, located in the Arapaho and Roosevelt National Forest. The project includes replacing five furnaces with Lennox EL196UH070XE36B (or approved equal) series furnaces and four boilers with Peerless Boilers Series 63 Gas Boilers (or approved equal).

• Removal and replacement of electric in-wall heaters, furnaces, and boilers.

• Installation of specified Lennox furnaces and Peerless boilers (or approved equals).

• Provision of all labor, materials, equipment, permits, and licenses.

• Compliance with SOW, Specifications, and applicable requirements.

• Contract Type: Firm Fixed Price.

Statement of Work (SOW) / Performance Work Statement (PWS)

To rehabilitate permanent housing residences at Shadow Mountain Village up to current standards and complete deferred maintenance by replacing and removing electric in-wall heaters, gas furnaces, and boilers, making the buildings more sustainable, efficient, and comfortable.

• Base Bid Items:

  • Remove and replace eight (8) large electric in-wall heaters (17” x 21.5”, 1.5kW – 3kW) with programmable thermostats.
  • Remove and replace three (3) small electric in-wall heaters (12" x 14", 1.5kW) with programmable thermostats.
  • Remove and replace ten (10) baseboard electric heaters with programmable thermostats.
  • Remove and replace five (5) Lennox EL196UH070XE36B (or approved equal) furnaces.
  • Remove and replace four (4) Peerless' Boilers' Series 63 Gas Boilers (or approved equal) and sidearm water heaters.

• Specific House Breakdown: Detailed list of items to be replaced per house number (105, 106 A&B, 108, 110, 111, 112, 114, 115 A&B, 117).

• Replacement items must be of equal or greater efficiency and compatible with existing systems.

• Contractor is responsible for hauling off all removed materials to a state-approved sanitary landfill.

• Contractor shall repair any incidental damage caused during the work.

• Period of Performance: 07/01/2026 – 11/01/2026

• Location: Residential dwellings within Shadow Mountain Village, 34 GCR 66 Grand Lake, CO 80446.

• Key Personnel: A Project Manager must be assigned.

• Site Access: Coordination with CO/COR and on-site staff is required. Twenty-one (21) days' notice is needed for work in occupied homes.

• Hours of Operation: 0800-1700 MSDT Monday-Friday.

• Deliverables: Include Project Plan and Safety Plan, Status Reports, Schedules, Product Data, Permits and Inspections, and O&M Manuals and Warranties.
