Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a clean workplace free of snow and ice.

• Snow and ice removal services are to be performed on all locations specified on the site map.

• Services include clearing paved areas, sidewalks, landings, entrance ramps, driveways, gates, catch basins, hydrants, and dumpsters.

• Snow plowing involves pushing and piling snow into adjacent areas, ensuring walkways, doorways, and gates are clear.

• Parking lots should not have more than a 10% reduction in spaces at the end of the storm.

• Snowbanks at parking lot entrances/exits should not exceed three feet high.

• Sidewalks require complete cleaning, sanding/salting at the end of each snowstorm if slippery conditions exist, regardless of depth. This applies to a three-inch snowfall event.

• HVAC units must be kept clear of snow and ice.

• Sand and/or salt usage must comply with local regulations and procedures.

• Sand barrels must be provided, maintained, and kept half-full throughout the winter season.

• Period of Performance: 12 months from the effective date of award, with four 12-month option periods.

• Place of Performance: MG Albert C. Lieber USARC, 6901 Telegraph Rd, Alexandria VA, 22310-3320.

• Quality Control: Contractor must maintain effective quality control to ensure services meet PWS requirements.

• Quality Assurance: Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Performance Thresholds: 98% with no more than one valid customer complaint per month for snow and ice removal and equipment maintenance.

• Invoices will not be approved without submitted pictures verifying services performed.

• Non-personal services contract.

• Contractor shall NOT perform services unless notified and instructed by the COR/RFOS.

• Services must commence within two hours of notification.

• Contractor must maintain contact with COR/RFOS during operations.

• Contractor must take "before and after" time-stamped pictures of serviced areas.

• Contractor personnel must communicate in English.

• Contractor must provide a list of employees and telephone numbers within 15 calendar days of award.

• Contractor representative must be physically present during services.

• Contractor personnel must wear clothing or nametags identifying their company.

• Contractor must comply with all security regulations and undergo security checks.

• Contractor must maintain a safe working environment.

• Hazardous waste/material must not be transported onto Army property; less hazardous materials should be substituted where possible.

• Contractor must submit Material Safety Data Sheets for hazardous materials within 10 days of award.

• Any hazardous waste release is the contractor's responsibility for cleanup.

• Contractor must inform EMO and Contracting Officer of any contact with environmental or safety agencies.

• Contractor must schedule work to minimize interference with Government business.

• Contractor assumes full liability for loss or damage to Government property.

• Contractor must provide an on-site qualified supervisor during operations.

• Contractor is responsible for repair/replacement of damaged Government property.

• Contractor must provide State and Federal licenses, operating permits, and certifications within five working days of award.

• Monthly invoices must be submitted within five days after services are performed.

• Contractor employees must complete AT Level 1 training within 30 calendar days of contract start date.

• Contractor employees must comply with background check requirements and personal identity verification.

• Contractor employees must complete iWATCH training and report suspicious activity.

• Contractor employees must complete OPSEC training.
