  • Past Performance: May be evaluated using provided references, USDA records, CPARS, and other government sources.

• Offer Acceptance Period: Offerors must hold prices firm for 60 calendar days from the offer receipt date.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide seasonal snow removal and ice treatment services for the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Cereal Crops Research Unit (CCRU) in Madison, WI.

• Snow Removal: Required for the entire parking lot, loading dock incline, sidewalks, and entry areas when snow accumulation is one inch or greater. Specific attention must be paid to clearing around dumpsters for pickup and avoiding damage to neighboring property.

• Ice Treatment: Required for the parking lot, sidewalks, and entry areas as conditions warrant. The contractor will provide standard deicer for most surfaces. The USDA will provide an alternative deicer for specific areas (main front entrances, loading dock sidewalk/steps), which the contractor shall use only in those designated locations.

• Snow removal is dictated by one inch or greater accumulation.

• All personnel operating vehicles must possess valid driver's licenses.

• Period of Performance: Base Year (07/01/2026 – 06/30/2027) plus four Option Years (through 06/30/2031).

• Contractor Furnished: Standard deicer for all surfaces except those specified by the government.
