• Instructions Tab: Requires bidders to complete highlighted sections in RED on the Schedule of Items, Company Information, and Category Description tabs. Specific information includes company name, address, Cage Code, DUNS number, authorized negotiator details, customer service contacts, ordering methods (EDI/FAX), and local bottler contact information. Bidders must also attach a current wholesale price list.
• Company Information Tab: A template for providing company details, including CAGE Code, DUNS, POCs for ordering, invoicing, and payment, and whether the company is EDI capable.
• Bag-In-Box Schedule of Items Tab: Requires bidders to submit pricing for at least one category, including all items within that category. Pricing must be FOB Destination only and provided for 12 months. Required fields include Full Item Description, Product Code, and Unit Price (per gallon, rounded to two decimal places).
• Flavors-Category Description Tab: Requires bidders to provide full item descriptions and product codes for available flavors in a specified format (e.g., BEV BASE, COLA, ________ (Brand) name of the product, 5 GAL BIB - PRODUCT CODE).

This attachment is critical for bidders to understand the specific data and pricing formats required for their offer. Failure to correctly and completely provide the requested information could lead to the bid being considered non-responsive. Bidders must pay close attention to the instructions regarding which sections to complete, the format for product descriptions and pricing, and the requirement to submit a separate wholesale price list.

Sources Sought Notice

This notice is for market research conducted by the Defense Logistics Agency (DLA) Troop Support, Strategic Material Sourcing Group (SMSG) to identify potential sources for the acquisition of Beverage Base (Bag-In-Box) for Carbonated, Non-Carbonated, Electrolyte, and Juice Drinks (<= 20% Juice). The beverages are intended for delivery to DOD and non-DOD customers, as well as Navy/Coast Guard Ships within the Continental United States (CONUS), Hawaii, Alaska, and Guam.

• Supply of Beverage Base in Bag-In-Box (BIB) format.

• Provision of necessary dispensing equipment.

• Supply of 20 lbs. Carbon Dioxide (CO2) cylinders.

• Service to the dispensing equipment for all customers.

• Development of a central email Point of Contact (POC) for order receipt and coordination with bottlers.

• Ensuring agreements are in place with both successful offeror-owned and independently owned bottlers.

• Potential requirement for a subcontracting plan (FAR 52.219-9) depending on business size.

• Contract period: Twelve (12) months.

• Maximum value: Nine Million dollars ($9,000,000.00).

• Quantities: Indefinite.

• This is a Sources Sought Notice; no solicitation is currently issued.
