Justification for Sole Source
The Air Force is pursuing a sole source award under FAR 6.103-1 (Only one responsible source) because Spectrum is the only vendor that has completed the necessary work to be approved to provide commercial internet services at Edwards AFB, CA, following recent modifications to security requirements and the approval process. The cost and effort for other vendors to achieve this approval are significant.
Vendor Approval Process
An amendment includes instructions for becoming an approved vendor. Companies interested in providing internet services at Edwards AFB must obtain a Government sponsor and complete the AFMC ATO process. Spectrum is currently the only approved CISP vendor.
