Justification & Response
The sole source justification is based on Spectrum being the only currently approved vendor capable of providing these services at Edwards AFB, CA, due to stringent security requirements. Previously, three vendors were qualified, but modified requirements mean only Spectrum has completed the necessary approval process. Allowing more companies would incur significant costs ($7000 per vendor for security checks) and require extensive fiber laying.
