Justification & Response
The Government intends to solicit and negotiate with Spectra Technologies, LLC under the authority of 10 U.S.C. § 4022(f)(2), as they successfully completed a prototype project (OTA N001642490003). Spectra Technologies, LLC is deemed the only vendor with the knowledge and ability to manufacture and deliver these requirements, as the Government and other industry members lack the necessary expertise developed during the prototype phase.
Responsible sources may submit a capability statement for agency consideration. However, the Government's decision not to compete this action based on responses is at its sole discretion. Information received will primarily determine if a competitive procurement is feasible.
