SOLICITATION--U.S. Army West Point Services for Cellular Distributed Antenna System (DAS) Modernization Phase 1

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the upgrade and renovation of existing commercial cellular Distributed Antenna Systems (DAS) at the United States Military Academy (USMA), West Point, NY. The primary goal is to replace end-of-life technology with current 5G capabilities to support Cadets, Staff, and Faculty.

• Core Task: Engineer the removal and replacement of existing DAS components that cannot support 5G signals with new systems manufactured by Advanced RF Technologies (ADRF).

• Primary Facility: Building 758, Jefferson Hall Library, will undergo a full 5G upgrade, including active and passive components, cables, and antennas. Existing racks/spaces will be utilized.

• Optional Facilities (Contingent on Funding):

  • Option 1: Redundant power for Building 758, Jefferson Hall Library (2-hour emergency power).
  • Option 2: Upgrade of the General Instructional Building (GIB) to 5G capability, including RF Propagation study, removal/replacement of active components, and installation of new cabling, passive, and active equipment.
  • Option 3: Redundant power for the GIB facility.
  • Option 4: Upgrade of Building 752, Mahan Hall, by replacing active DAS equipment with new ADRF equipment for 5G signaling, reusing existing passive components and cabling.
  • Option 5: Complete replacement of passive equipment, including cabling and antennas, in Building 752, Mahan Hall, for 5G performance.
  • Option 6: Redundant power for Building 752, Mahan Hall.

• Key Activities: RF Propagation studies (heat maps), preliminary engineering design, installation, testing, certification, and development of "As Built" drawings.

• All systems must meet or exceed specified performance levels, including RSRP (Reference Signal Received Power) and SINR (Signal-to-Interference-plus-Noise Ratio) targets.

• Specific performance specifications are detailed in Table 2, including RSRP < -95 dBm for >95% of the coverage area and RSRP > -100 dBm for >95% of the coverage area.

• SINR must be greater than 4 dB with 100% loading for 95%+ of the coverage area.

• Design must be a minimum of 6 dB stronger than the peak macro benchmark data.

• All network-enabled hardware and software must support IPv6.

• All hardware and software must meet federal Section 508 requirements.

• Period of Performance: 180 Days from contract award.

• Place of Performance: United States Military Academy, West Point, NY, 10996, specifically including Building 758 (Jefferson Hall Library), General Instructional Building (GIB), and Building 752 (Mahan Hall).

• Contract Type: Firm Fixed Price.

• Equipment: Major active equipment must be newly manufactured by Advanced RF Technologies (ADRF).

• Standards: Work must conform to applicable standards listed in Table 1, including BICSI 006, NFPA 70 (NEC), IEEE 1100, IFC Section 510, FCC Regulations, and various ANSI/TIA standards.

• Spectrum Requirements: Support for ATT, VERIZON, and T-Mobile spectrum bands (LTE and 5G) is required.

• Deliverables: Contractor Work Plan, Quality Control Plan, Key Personnel identification, Installation Pass Log, access pass turn-in, CAC log, training certifications, RF Propagation Studies, and Closeout Documentation (final design plan, test results, As Builts).

• Site Survey: Prospective contractors will be offered a site survey.

• Other Direct Costs (ODCs): Special equipment rental, Hi Reach scaffolding.

• Security: Compliance with security programs, alien employment verification (E-Verify), personnel security clearance, and installation access requirements.

• Training: Required Anti-Terrorism (AT) Level I, OPSEC, and iWATCH training for contractor personnel.

• Government Property: Government-furnished property and services are outlined in Part 10.

Solicitation / RFP / RFQ

This solicitation seeks proposals for the upgrade and renovation of existing commercial cellular Distributed Antenna Systems (DAS) components and equipment at the United States Military Academy (USMA), West Point, NY. The goal is to replace end-of-life technology with current 5G capability to support modern cellular services for cadets, staff, and faculty. The existing systems only support 4G LTE and cannot accommodate 5G enhancements from carriers like AT&T, T-Mobile, and Verizon.

• Engineer the removal and replacement of existing DAS infrastructure and components to support 5G.

• All major equipment must be standardized and manufactured by Advanced RF Technologies (ADRF).

• Upgrade of 3 facilities: 1 primary and 2 optional buildings (contingent upon funding).

• Perform RF Propagation studies (aka "Heat Maps") for design and installation planning.

• Remove and replace active and passive components, cables, and antennas.

• Install new equipment to provide 100% upgrade to 5G capability, supporting major carriers.

• Develop and provide "As Built" drawings.

• Support for 5G capabilities including faster speeds, greater capacity, and improved reliability.

• Past Performance: Offerors must submit up to three recent (within 36 months) and relevant examples.

• Price will be evaluated using price analysis techniques to determine reasonableness.

• Award will be made to the contractor offering the most advantageous proposal, meeting minimum requirements at the Lowest Price Technically Acceptable.
