Scope of Work

The contractor shall provide:

  • A systemic student suicide prevention curriculum for grades 6-12, deliverable as a stand-alone classroom lesson, evidenced-based with research demonstrating reduced student suicides and attempts.
  • Digital instructional resources for approximately 14,175 middle school (grades 6-8) and 12,750 high school (grades 9-12) students, with demonstrated effectiveness in reducing suicidal behaviors.
  • A screener aligned to the instructional resources, evidenced-based, valid, reliable, self-reporting, digitally accessible, and developmentally appropriate for identifying at-risk students.
  • Related virtual professional learning and technical support for staff, including webinars and asynchronous options.
  • Digital parent awareness materials.

Resources must be accessible 24/7, compatible with DoDEA's learning management system (Schoology) and single sign-on platform (ClassLink), and aligned with the 2024 National Strategy for Suicide Prevention. The entire proposed solution (instructional content, screener, and delivery environment) must be supported by research as a single integrated program.

Submission & Evaluation

Offerors must submit quotes in separate volumes: Administrative Cover Letter, Technical Approach, Past Performance, and Price. Prices must be held firm for 60 calendar days. Evaluation will be based on three factors: Technical Approach, Past Performance, and Price. The Technical Approach will include a pass/fail assessment for instructional design, evidence base, screener requirements, and national standards alignment, with other technical subfactors receiving an adjectival rating.

Key submission requirements include:

  • An Accessibility Conformance Report (ACR) for all Information and Communication Technology (ICT) items.
  • Demonstration of universal design principles and plans for non-conforming features.
  • Web-based access to digital resources for 7 people for evaluation.
  • A completed Pricing Sheet, DoDEA Privacy Checklist, and DD2930a.
  • No more than 3 relevant past performance references, submitted via a Past Performance Questionnaire (PPQ).
  • A completed Cloud Questionnaire to assess compatibility with DoDEA/DISA guidelines.
  • Compliance with FAR/DFARS provisions, including representations regarding telecommunications equipment and NIST SP 800-171 DoD Assessment requirements (current assessment in SPRS).
