Scope of Work
The selected contractor will provide:
- A systemic, evidence-based student suicide prevention curriculum for grades 6-12, deliverable as a stand-alone classroom lesson.
- Digital instructional resources with demonstrated effectiveness in reducing suicidal behaviors for middle (grades 6-8) and high school (grades 9-12) students. Resources must be 24/7 accessible, differentiated, and include teacher/counselor guides.
- A validated, self-reporting screener aligned with instructional resources to identify at-risk students.
- Related virtual professional learning for staff (counselors, psychologists, nurses, trainers) and technical support.
- Digital parent awareness materials. The solution must be compatible with DoDEA's Schoology LMS and ClassLink SSO, align with the 2024 National Strategy for Suicide Prevention, and adhere to DoD/DoDEA privacy and cybersecurity standards.

Submission & Evaluation
Offerors must submit proposals in separate volumes: Administrative Cover Letter, Technical Approach, Past Performance, and Price. Key submission requirements include an Accessibility Conformance Report (ACR), a completed Cloud Questionnaire, DoDEA Privacy Checklist, DD2930a, and a completed Pricing Sheet. Offerors must also provide up to three relevant past performance references from the last five years, using the provided Past Performance Questionnaire (PPQ). Evaluation will be based on three factors: Technical Approach, Past Performance, and Price. The Technical Approach will include pass/fail criteria for instructional design, evidence base, screener requirements, and national standards alignment, with other technical subfactors receiving adjectival ratings.
