Prequalification Requirements & Evaluation
Contractors must receive a "GO" for Factor 1 and be rated "ACCEPTABLE" for Factors 2 and 3 to be eligible for the IFB. This opportunity is intended only for local sources.
- Factor 1: Eligibility (GO/NO GO)
- Contractors must possess a Japanese civil construction (doboku isshiki koji) license or Japanese architectural construction (kenchiku isshiki koji) license with an English translation. The license will be verified via the MLIT website.
- Factor 2: Construction Experience (Acceptable/Unacceptable)
- Submit a minimum of one (maximum three) construction projects using Attachment I - Construction Experience Information Sheet. Each project must meet all criteria:
- Contractor was the Prime Contractor (or eligible JV/parent/subsidiary).
- Completed within ten (10) years of the notice issuance date.
- Completed in Japan.
- Total contract value ≥ ¥500,000,000 (or $5,000,000 USD equivalent).
- Included HVAC work (installation, renovation, or replacement of DOAS, chilled water plant, or district cooling/heating system).
- Submit a minimum of one (maximum three) construction projects using Attachment I - Construction Experience Information Sheet. Each project must meet all criteria:
- Factor 3: Proven Competence (Acceptable/Unacceptable)
- Demonstrate overall satisfactory or better past performance on at least one recent and relevant project (meeting Factor 2 criteria) in Quality and Schedule. This is evidenced by Past Performance Questionnaires (PPQs) (Attachment II), CPARs, or other verified data. Contractors are responsible for ensuring PPQs are submitted by clients.
