Submission Requirements

Submissions must be in PDF format, not exceed 50 pages, and include a cover page with company and contact information. Evaluation Criteria
Contractors must receive a "GO" for Factor 1 and be rated "ACCEPTABLE" for Factors 2 and 3 to be prequalified.
- Factor 1 - Eligibility (GO/NO GO): Requires a Japanese civil construction (doboku isshiki koji) or architectural construction (kenchiku isshiki koji) license, verifiable on the MLIT website. This is a "GO/NO GO" factor; failure results in no further evaluation. Only local sources will be considered.
- Factor 2 - Construction Experience (ACCEPTABLE/UNACCEPTABLE): Requires demonstrating experience as a Prime Contractor on at least one project completed in Japan within the last 10 years, with a value of at least ¥500,000,000, and including relevant HVAC work.
