Prequalification of Sources - Sollars ES HVAC Upgrades, Misawa Air Base, Japan

Prequalification Details

This is a Prequalification of Sources under Class Deviation 2026-O0019 DFARS 236.101-70. Only prequalified contractors will be invited to bid on the subsequent Solicitation W912HV26BA018, anticipated for release in July 2026, which will be an IFB utilizing FAR Part 14 Sealed Bidding procedures. The project magnitude is estimated between ¥2,500,000,000 and ¥10,000,000,000 (Japanese YEN). The Product Service Code is Z2JZ (Repair or Alteration of Miscellaneous Buildings), and the NAICS code is 236220 (Commercial and Institutional Building Construction).

Submission Requirements

Interested contractors must submit their prequalification package electronically via email to Ruben.A.Romero@usace.army.mil and Ryan.J.Marzetta@usace.army.mil by June 16, 2026, 1400hrs Japan Standard Time. Submissions must be in PDF format, not exceed 50 pages, and include a cover page with company and contact information. Questions or Requests for Information (RFIs) must be submitted anonymously via a Microsoft Forms link (https://forms.osi.apps.mil/r/Yqd7FbH9Ey) by May 13, 2026, 11:59 PM Japan Standard Time.

Evaluation Criteria

Contractors must receive a "GO" for Factor 1 and be rated "ACCEPTABLE" for Factors 2 and 3 to be prequalified.

• Factor 1 - Eligibility (GO/NO GO): Requires a Japanese civil construction (doboku isshiki koji) or architectural construction (kenchiku isshiki koji) license, verifiable on the MLIT website. This is a "GO/NO GO" factor; failure results in no further evaluation. Only local sources will be considered.
• Factor 2 - Construction Experience (ACCEPTABLE/UNACCEPTABLE): Requires demonstrating experience as a Prime Contractor on at least one project completed in Japan within the last 10 years, with a value of at least ¥500,000,000, and including relevant HVAC work. Contractors must use Attachment I - Construction Experience Information Sheet.
• Factor 3 - Proven Competence (ACCEPTABLE/UNACCEPTABLE): Evaluates past performance (Quality and Schedule) on recent and relevant projects (meeting Factor 2 criteria). Contractors are responsible for submitting Past Performance Questionnaires (Attachment II - PPQ) or CPARs.
