• Small Business Participation: Amendment 0001 updated Section L to correct the small business participation commitment to 15%.
• Aircraft Terminology: The Government will not provide advanced determinations on the acceptability of technical approaches, platforms, or operational concepts. Offerors must demonstrate how their proposed solution meets all solicitation requirements, including the Performance Work Statement (PWS) and operational/safety requirements. Proposals will be evaluated on their merits against stated criteria.
• Safety Equipment: Similar to the above, the Government will not provide advanced determinations regarding safety equipment. Offerors must demonstrate compliance with PWS and operational/safety requirements.
• Basing Distance: The basing distance requirement will not be changed, even if cost savings can be demonstrated.
• Period of Performance: The contract will be a 4-year, 365-day IDIQ with a capability stand-up period not to exceed 12 months. Flight performance begins after stand-up requirements are met. An award date cannot be estimated.
• Airspeed Envelope: The airspeed envelope in PWS Section 3.1.d is a range, and operation within that range is acceptable.
• CMMC 2.0 Requirements: Offerors must indicate their CMMC certification status in Table CA-1 (Offeror Business Systems Status) as part of their proposal. Appropriate CMMC certification is required at the time of award. Specific requirements for self-assessment and affirmation are referenced (32 CFR 170.16).

• Aircraft Terminology: The Government will not provide advanced determinations on whether "cabin / onboard aircraft" is synonymous with a Ground Control Station (GCS) for an unmanned aircraft. Offerors must demonstrate how their proposed solution meets all solicitation requirements, including the Performance Work Statement (PWS) and operational/safety requirements. Proposals will be evaluated on their merits against the criteria in Sections L and M.
• Safety Equipment: Similar to the above, the Government will not provide advanced determinations regarding safety equipment for manned aircraft versus unmanned aircraft GCS. Offerors are responsible for demonstrating compliance with all requirements.
• Basing Distance: The basing distance requirement will not be broadened, even if substantial cost savings can be demonstrated.
• Contract Period of Performance: The resulting contract will be a 4-year, 365-day IDIQ. A capability stand-up period of up to 12 months is included. Flight performance will commence after this stand-up period. An award date cannot be estimated due to source selection uncertainties.
• Airspeed Envelope: The airspeed envelope in PWS Section 3.1.d is a range, based on sonobuoy launch altitude requirements. Operation within this range is acceptable.
