• Small Business Participation: Amendment 0001 corrected the small business participation commitment to 15%.

• Aircraft Terminology: The Government will not provide advance determinations on whether "cabin / onboard aircraft" is synonymous with a Ground Control Station (GCS) for an unmanned aircraft. Offerors must demonstrate compliance within their proposals.

• Safety Equipment: Similar to the above, the Government will not provide advance determinations regarding safety equipment for unmanned aircraft GCS. Offerors must demonstrate compliance.

• Basing Distance: The basing distance requirement will not be changed, even if cost savings can be demonstrated.

• Period of Performance: The contract will be a 4-year, 365-day IDIQ with a capability stand-up period not to exceed 12 months. Flight performance begins after stand-up. An award date cannot be estimated.

• Airspeed Envelope: The airspeed envelope in PWS Section 3.1.d is a range, and operation within that range is acceptable.

• CMMC 2.0: Offerors must indicate CMMC certification status in Table CA-1. Appropriate CMMC certification is required at the time of award. Specific requirements are detailed in 32 CFR 170.16.

• Proposal Page Numbering: Offerors have flexibility in how they number pages, but paragraph numbering should correspond to the proposal instructions.

• PWS 3.2 Clarification: Only PWS 3.1 needs to be addressed in Section L. PWS 3.2 provides a general description of mission profiles, with performance requirements detailed in PWS 3.1.

• Sonobouoy Launch Containers (SLCs) & SLT: Technical drawings for bare SLCs have been provided to show dimensions for incorporation into the offeror's proposed pneumatic launcher. A pneumatic SLT is required. The Government cannot provide details for offeror-proposed solutions.

• Aircraft Ownership: Offerors must provide proof of ownership or a signed lease agreement for at least one proposed aircraft. A Letter of Intent (LOI) is not sufficient.

• CARB Approval: Commercial Airlift Review Board (CARB) approval is not required for this effort, as it is classified as Operational Support Services involving Public Aircraft Operations with mission equipment, not passenger transport.

• The small business participation commitment has been clarified.

• Specific requirements regarding CMMC 2.0, aircraft ownership, and PWS sections to be addressed have been clarified.

• The proposal submission deadline will not be extended.
