Quick Summary

The Army Contracting Command – Detroit Arsenal (ACC-DTA) is conducting a Sources Sought / Market Research Survey to identify qualified businesses, both small and large, capable of producing ADR Vehicular Equipment Kits. These kits are standardized safety and emergency response equipment required for vehicles transporting hazardous materials. The government is seeking information for planning purposes for a potential five-year requirement. Responses are due by April 21, 2026, at 5:00 PM EST.

Purpose

This is a market research effort to gauge industry interest, capabilities, and qualifications for the production of ADR Vehicular Equipment Kits. The information gathered will inform future acquisition strategies and planning for the Department of the Army.

Scope of Interest

The requirement is for ADR Vehicular Equipment Kits (Product Service Code: 2541 - Weapons Systems Specific Vehicular Accessories) for integration into various military vehicles, including M916A2, M978, M1075A1, M1078A1P2, and others (full list in Attachment 0001). These kits provide essential tools for drivers to manage initial accident or spill phases, ensuring personal safety and enabling immediate preventative actions. Attachment 0001, "ADR Vehicular Equipment Kits_5 Year.xlsx," details specific NSNs, part numbers, and projected annual quantities, with a consistent demand of 3816 kits per year over the five-year period.

Technical Data Package (TDP) & Source Controlled Parts

A Technical Data Package (TDP) is associated with this potential procurement, classified as Distribution "D" (limited to DoD and U.S. DoD contractors). Access requires a current DD Form 2345 (Militarily Critical Technical Data Agreement) on file with the Defense Logistics Information Service (DLIS). Vendors must request access via SAM.gov and email their approved DD Form 2345 to the listed contacts. Vendors without a current DD 2345 must apply through the Joint Certification Program, which can take 6-10 weeks. The TDP contains source-controlled parts (listed in Attachment 0003), requiring vendors to prove their ability to obtain these parts from approved sources or initiate a Source Approval Request (SAR) process.

Information Requested from Vendors

Respondents are asked to provide detailed information including:

  • Company profile (Name, Address, CAGE, POC, Contact Info, Website).
  • Business type (NAICS 336390 - Other Motor Vehicle Parts Manufacturing) and small business status.
  • Confirmation of current DD 2345 status.
  • Capability and experience in manufacturing similar items, including past performance.
  • Commercial availability, customization capabilities, and production location.
  • Technical and quality assurance details, including quality management systems (e.g., ISO 9001:2015).
  • Sourcing strategy for source-controlled parts and regulatory compliance (ADR, CE marking).
  • Production capacity, lead times, Rough Order of Magnitude (ROM) pricing, and logistics capabilities (including delivery to European locations).
  • Identification of competitors and product differentiation.

Submission Details

  • Response Deadline: April 21, 2026, at 5:00 PM EST.
  • Submission Method: Email completed surveys to Meika Cole (meika.j.cole.civ@army.mil) and Diana Jones (diana.jones47.civ@army.mil) with the subject line: "ADR Vehicular Equipment Kit Survey_2026".
  • Proprietary Information: Clearly mark any proprietary data; however, extensive marking may limit consideration if support contractors are involved in evaluation.

Additional Notes

This is solely for market research; it is not a solicitation for proposals, and the government is not obligated to issue a solicitation or award a contract based on responses. Questions are not encouraged at this stage. All distributed TDPs must be destroyed upon completion of their intended purpose.
