Related work involves trenching, duct banks, cable/pipe/conduit laying, manholes, concrete pads, footings, and integral utility structures. The primary NAICS code is 237130 (Power and Communication Line and Related Structures Construction) with a $45 million size standard.

    • At least one project with microgrid experience (including control systems and island-mode operational testing).
    • At least one construction project with a dry utility scope of $35,000,000 or more.
    • At least one design-build dry utilities project.
    • At least one project with underground electrical power distribution systems (minimum 15kV).
    • At least one project with overhead electrical power distribution systems (minimum 15kV).
    • At least one project with electrical substations (including transformers, switchgear, and control systems).
  • Safety: OSHA DART and TCR rates for 2021-2025, with explanations for any rates above specified thresholds.

Cybersecurity Maturity Model Certification (CMMC)

NAVFAC SW anticipates that all solicitations issued on or after November 10, 2026, will require CMMC Level 2 certification or higher. Companies not certified at this level will not be eligible for contract award.
