Purpose & Scope

This Sources Sought is for market research to determine the acquisition strategy (competitive set-aside or full and open) for a future IDIQ MACC. The contract will cover Design-Build (DB) or Design-Bid-Build (DBB) dry utilities construction. Projects include, but are not limited to: electrical distribution systems (including critical power, UPS, generators), controls (PLC, SCADA), exterior and airfield lighting, communications and security systems, grounding systems, and alternative energy structures (e.g., solar). Related work involves trenching, duct banks, cable/pipe/conduit laying, manholes, concrete pads, footings, and integral utility structures. The primary NAICS code is 237130 (Power and Communication Line and Related Structures Construction) with a $45 million size standard.

Contract Details

• Contract Type: Sources Sought for an IDIQ Multiple Award Construction Contract (MACC).
• Period of Performance: One 2-year base period and three 1-year option periods, totaling a maximum of five years.
• Estimated Total Contract Value: $750,000,000 (for all contracts combined).
• Task Order Range: Estimated between $300,000 and $100,000,000.
• Geographic Scope: Government installations in California, Arizona, Nevada, Utah, Colorado, and New Mexico, with most projects anticipated in California.

Eligibility & Submission Requirements

NAVFAC SW is seeking qualified Small Businesses, SBA certified 8(a), HUBZone, WOSB, and/or SDVOSB firms. Interested parties must submit responses using the provided "Sources Sought Information Forms." Required information includes:

• Contractor details (UEI, CAGE Code).
• Business type and bonding capacity.
• CMMC Certification status (level and expiration date).
• Locations of capability.
• Experience: A minimum of three (3) and maximum of seven (7) recent (100% completed within the last seven years, minimum $300,000 cost) self-performed dry utilities construction projects. Specific experience must include:
  • At least one project with microgrid experience (including control systems and island-mode operational testing).
  • At least one construction project with a dry utility scope of $35,000,000 or more.
  • At least one design-build dry utilities project.
  • At least one project with underground electrical power distribution systems (minimum 15kV).
  • At least one project with overhead electrical power distribution systems (minimum 15kV).
  • At least one project with electrical substations (including transformers, switchgear, and control systems).
• Safety: OSHA DART and TCR rates for 2021-2025, with explanations for any rates above specified thresholds.

Cybersecurity Maturity Model Certification (CMMC)

NAVFAC SW anticipates that all solicitations issued on or after November 10, 2026, will require CMMC Level 2 certification or higher. Companies not certified at this level will not be eligible for contract award.
