Sources Sought / Market Research

This announcement is a Sources Sought Synopsis from Naval Facilities Engineering Systems Command (NAVFAC) Southwest to conduct market research for a potential Multiple Award Construction Contract (MACC) for indefinite delivery, indefinite quantity (IDIQ) projects. The contract will cover new construction, repair, and renovation of various dry utilities construction projects at government installations primarily in California, but also potentially in Arizona, Nevada, Utah, Colorado, and New Mexico.

The contract will involve Design-Build (DB) or Design-Bid-Build (DBB) for dry utilities construction. Projects may include electrical distribution systems, critical power systems, controls, exterior and airfield lighting, communications and security systems, grounding systems, and alternative energy structures (e.g., solar). Related work includes trenching, duct banks, cable/pipe/conduit laying, concrete equipment pads, footings, and building integral utility structures.

• Contract Type: IDIQ MACC

• Period of Performance: One (1) base period of two (2) years, with three (3) one-year option periods (totaling up to five years).

• Estimated Total Contract Value: $750,000,000 (for all contracts combined).

• Task Order Range: Estimated between $300,000 and $100,000,000.

• Responses are due no later than 2:00 p.m. (Pacific Daylight Time) on March 18, 2026.

• Specific experience requirements include: microgrids, construction projects over $35M, design-build dry utilities, underground electrical distribution (15kV+), overhead electrical distribution (15kV+), and electrical substations.
• Detailed information for each submitted project (title, location, dates, value, customer, type of work, self-performed percentage, etc.).
• Safety DART and TCR rates for 2021-2025.

NAVFAC SW anticipates that solicitations issued on or after November 10, 2026, will require CMMC Level 2 certification or higher. Companies not certified at this level will not be eligible for award.
