Scope of Work

The anticipated contract will involve Design-Build (DB) or Design-Bid-Build (DBB) for dry utilities construction. Projects may include, but are not limited to:

  • Electrical distribution systems (including 15kV+ underground and overhead).
  • Critical power systems (UPS, engine generators).
  • Controls (PLC, SCADA, relays, microgrid).
  • Exterior and airfield lighting systems.
  • Communications and security systems.
  • Grounding systems.
  • Alternative energy structures (e.g., solar). Related work encompasses trenching, duct banks, cable/pipe/conduit laying, manholes, concrete equipment pads, footings, and integral utility structures like towers and substations.

Anticipated Contract Details

  • Contract Type: IDIQ MACC
  • Period of Performance: One 2-year base period and three 1-year option periods, for a maximum total of five years.
  • Estimated Total Value: $750,000,000 for all contracts combined.
  • Task Order Range: Estimated between $300,000 and $100,000,000.

  • Experience: Minimum of three (3) and maximum of seven (7) recent (100% completed within 7 years, minimum $300,000) self-performed projects demonstrating:
    • Microgrid experience (including control systems and island-mode testing).
    • Construction project (dry utility scope only) of $35,000,000 or more.
    • Design-Build dry utilities project.
    • Underground electrical power distribution systems (15kV+).
    • Overhead electrical power distribution systems (15kV+).
    • Electrical substations (transformers, switchgear, control systems).
    • Detailed project information for each, including self-performed work percentage.
  • Safety Data: OSHA DART and TCR rates for 2021-2025, with explanations for high rates.

Cybersecurity Note

NAVFAC SW anticipates that solicitations issued on or after November 10, 2026, will require CMMC Level 2 certification or higher. Companies not certified at this level will not be eligible for contract award.
