NOTICE OF INTENT TO SOLE SOURCE - Multilingual Computing and Analysis Scientific Research, Development, Testing, Analysis and Data Generation Support Services

Justification Review Document (FAR Part 6 Justification and Approval for Other than Full and Open Competition)

This document justifies and approves a sole-source procurement for Multilingual Computing and Analysis Scientific Research, Development, Testing, Analysis and Data Generation Support Services. The procurement is being conducted on an "other than full and open competition" basis, citing authority under Title 10 U.S.C 3204(a)(5) and FAR 6.103-5(c)(1) for sole source awards to certain socio-economic small businesses.

The contract will provide linguistic expertise to conduct four basic types of Research and Development (R&D) work, including:

• Linguistic data development for Natural Language Processing (NLP).

• Computational Linguistics and Computer Science research support.

• Hardware and Software test and evaluation.

• Computer system and application programming, and software development. The objective is to support scientific research, development, experimentation, testing, analysis, and data generation for Army NLP, information processing, and knowledge management. This includes support for projects involving low-density languages such as Afghan Dari, Pashto, Iraqi Kurdish, and African-accented French.

• Contract Type: Indefinite-Delivery, Indefinite-Quantity (ID/IQ).

• Ordering Period: Five (5) Years (base and four one-year options).

• Period of Performance: Approximately April 2026 to April 2032.

• Estimated Value: $5,000,000.00.

• Funding: Anticipated to be Research, Development, Test, and Evaluation (RDT&E) funds.

This document is a justification for a sole-source award, not a solicitation. The intended awardee is Advanced Resource Technologies, INC. (ARTI). The Contracting Officer will publish notices required by FAR 5.201, and any bids or proposals received will be considered, though effective competition is not anticipated.

The award is intended for a Small Disadvantaged Veteran Owned Small Business (SDVOSB). ARTI is identified as an SDVOSB and the incumbent contractor.

• The justification highlights ARTI's unique capability to provide personnel with both advanced foreign language skills (especially low-density languages) and computer science expertise, which is critical for the specialized nature of the work.
• Market research indicated that ARTI is the only SDVOSB capable of meeting the Government's minimum requirements due to the synergistic nature of the required skills and the specialized methodology employed.
• This is the third consecutive sole-source award to ARTI for these services.

Synopsis / Request for Information (RFI)

This document announces the U.S. Government's intent to solicit and negotiate a contract on a sole-source basis with Advanced Resource Technologies, Inc. (CAGE Code: 0E9T1) for Multilingual Computing and Analysis Scientific Research, Development, Testing, Analysis and Data Generation Support Services. This is based on the authority of FAR 6.302-5, specifically concerning sole source awards under the Veterans Benefits Act of 2003.

The government requires scientific research, development, testing, analysis, and data generation support to advance the development, integration, and customization of language technologies for the U.S. Army and its Research Laboratory customers. A key aspect is the need for personnel proficient in low-density languages of military interest, combined with expertise in software engineering, artificial intelligence, machine learning, data generation, testing, and language technology R&D.

• Contract Type: Five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) Contract.
• Place of Performance: US Army Contracting Command – Aberdeen Proving Ground, Adelphi Contracting Division, Adelphi, MD.

This notice also serves as a Request for Information (RFI). Interested parties who believe they can meet the government's requirements are invited to submit a capability statement demonstrating their technical capabilities, relevant experience, and ability to meet the needs. This information will be used solely to determine if competition is feasible.
