Key personnel, including a Lead Mechanic and a supporting mechanic, must be on-site during normal duty hours, possess specific experience and certifications (e.g., NCCCO, OSHA), and be U.S. citizens. Compliance with technical manuals, safety standards (OSHA, ANSI, ASME), and environmental regulations is mandatory.

Evaluation Criteria

Award will be made to the offer that is most advantageous to the Government using a comparative evaluation process. All offers will be compared against each other, and the award may go to the lowest-priced offeror meeting minimum requirements or a higher-priced offeror exceeding them if deemed more advantageous. All evaluation factors are weighted equally:

  • Price: Evaluated based on total proposed price, with potential price realism analysis.
  • Technical Acceptability: Assesses whether the proposed product/service meets performance characteristics and specifications.
  • Past Performance: Rated as "Acceptable" or "Unacceptable," indicating confidence in the offeror's ability to meet requirements.

Key Clarifications (from Amendment 0001)

  • CLINs 0002, 0004, 0006: These are for at-cost parts and materials reimbursement; labor costs are only allowed if outsourcing is approved by the KO/COR.
