• CLINs 0002, 0004, 0006 Reimbursement: These CLINs are for at-cost, parts and materials reimbursement. They can be used for labor costs only when outsourcing is required and approved by the KO or COR.
• Contractor Labor Reimbursement: All contractor labor hours required to perform the PWS requirements should be included in CLINs 0001, 0003, and 0005.
• Mechanic On-Site Requirement: Key Personnel are required to be on-site at ARL locations or performing PWS tasks (including travel) during normal duty hours.
• Test Weights: Contractors are required to provide certified test weights or other approved devices as specified in Technical Bulletin 43-0142.
• Invoicing for Load Test Weights: Costs associated with labor, service vehicles, tools, and diagnostic equipment for load testing should be included in the estimates for CLINs 0001, 0003, and 0005, as per PWS C.4.1.

  • Past Performance: Rated on an acceptable/unacceptable basis. An "Acceptable" rating indicates reasonable confidence in the offeror's ability to meet requirements and delivery dates. An "Unacceptable" rating indicates minimal confidence. Ratings are based on information submitted by the offeror and/or obtained by the Government. Only offerors rated "Acceptable" are eligible for award.

Statement of Work (SOW) / Performance Work Statement (PWS)

• Furnish all labor, service vehicles, tools, diagnostic equipment, supplies, and parts for:

  • Scheduled on-site lift/load inspections
  • Scheduled preventive maintenance (PM)
  • Repair services (Standard and Emergency)
  • Technical inspection and render safe services when required

• Services cover mobile and stationary equipment located at ARL facilities in Aberdeen Proving Ground (APG), Adelphi Laboratory Center (ALC), and Graces Quarters, Maryland.

• Key personnel include a Lead Mechanic and one supporting mechanic, both on-site during normal duty hours.

• Personnel must be trained, possess at least three years of experience or current certification, and specific certifications for crane operators (NCCCO) and OSHA.

• Personnel must be U.S. citizens capable of reading, writing, and speaking English.

• Services must comply with applicable technical manuals, safety standards (OSHA, ANSI, ASME), and environmental regulations.

• Preventive Maintenance (PM) to be performed IAW DA PAM 750-1, applicable technical manuals, and ARL Modified DA Form 2404.

• Inspections to comply with Technical Bulletin TB 43-0142, OSHA, ANSI, ASME standards, and 29 CFR 1910.179.

• Standard repairs to be completed within five (5) business days of receiving necessary parts.

• Repairs with estimated costs over $10,000 require written cost estimates and Contracting Officer approval.

• Emergency repairs require immediate response to prevent harm to humans, health, or the environment.

• Contractor must provide monthly Non-Mission Capable reports and maintain complete equipment records.

• A PM Status Report is required for any PM not completed as scheduled.

• Services to be performed during regular Government business days (Monday-Friday, 0700-1600), excluding Federal Holidays.

• PM activities to be performed at APG, ALC, and Graces Quarters, Maryland.

• Off-site repairs are not authorized without prior COR approval.

• Government-furnished office space and High Bay space provided at Building 1116B.

• Key personnel must be approved by the Contracting Officer and cannot be removed without compliance with specific procedures.
