Submission & Evaluation
This is a two-step sealed bidding process:
- Step One (Technical Proposals): Due June 8, 2026, 5:00 PM CST. Proposals must be submitted electronically via DoD SAFE (email CO/CS for drop-off code). Technical proposals must be clear, concise, and detailed, addressing Capability and Management and Schedule and Planning. No pricing information should be included. A mandatory site visit on April 10, 2026, was required for eligibility.
- Step Two (Priced Bids): Only technically acceptable offerors from Step One will be invited to submit sealed priced bids. Award will be made to the responsible bidder with the lowest evaluated price. Pricing will be evaluated for reasonableness, completeness, balanced pricing, and realism.
