Submission & Evaluation

This procurement uses a Two-Step Sealed Bidding process (FAR 14.5).

  • Step One (Technical Proposal): Bidders must submit technical proposals (without pricing) electronically via DoD SAFE. Proposals will be evaluated on Capability and Management and Schedule and Planning. All subfactors must receive an "Acceptable" rating to proceed. Past performance, while not a formal evaluation criterion, can be included to support the Capability and Management subfactor.
  • Step Two (Pricing Proposal): Only technically acceptable offerors from Step One will be invited to submit sealed priced bids. Award will be made to the responsible bidder with the lowest evaluated price.
