Scope of Work
The contractor will provide Integrated Pest Management (IPM) services, including monthly interior and exterior pest control, rodent (mice/rats), cockroach, UV fly trap installation/maintenance, drain pest, burrowing animal, bird, and termite control. Emergency services are required within 48 hours. Services cover the entire interior, exterior perimeter, storage buildings, generators, mechanical equipment, solar collectors, rooftop structures, and five carports.
Compliance with Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), EPA, OSHA, and all Federal, State, and Tribal regulations is mandatory. Contractors must use least-toxic methods, obtain a Tribal business license, comply with Tribal Employment Rights Office (TERO) requirements, and secure necessary Tribal work permits.

Submission & Evaluation
Offerors must submit a Technical Approach, Past Performance, and Pricing Proposal (using Attachment D) on an all-or-none basis. Proposals must be valid for 120 days. Evaluation will be on a Best Value basis, with Technical Capability and Past Performance significantly more important than Price. Technical evaluation includes understanding of IPM, chemical minimization, pest control methods, service plans, and compliance with regulations. Past performance requires at least two recent and relevant references, preferably from healthcare or government facilities. Price will be evaluated for completeness, reasonableness, and balance. The government reserves the right to award without discussions.
