Technical evaluation includes understanding of IPM, chemical minimization, pest control methods, service plans, and compliance with regulations. Past performance requires at least two recent and relevant references, preferably from healthcare or government facilities. Price will be evaluated for completeness, reasonableness, and balance. The government reserves the right to award without discussions.
