Sources Sought Notice

This notice is a market research tool to determine the availability of eligible firms (large and small businesses) capable of performing Design-Bid-Build (DBB) Phase III Groundwater Treatment Plant (GWTP) construction services at NWIRP Bethpage, Wantagh, New York. The government is not requesting proposals at this time and will not provide specifications or drawings.

The project involves the complete construction and commissioning of a new GWTP to address contaminated groundwater. Key components include:

• Construction of three groundwater recovery wells and associated underground piping.

• Construction of the GWTP facility housing various treatment systems (sand filters, Advanced Oxidation Process (AOP), Granular Activated Carbon (GAC)).

• Construction of two new buildings (treatment plant and office).

• Installation of buried piping, pavements, site utilities, fencing, and fire protection systems.

• Installation of storage tanks, filter vessels, pumps, blowers, chemical feed systems, HVAC, PLC, and SCADA systems.

• Magnitude of construction: $25,000,000 to $100,000,000.

• Anticipated award: September 2026.

• Responses are due by 19 February 2026, 2:00 P.M. local time.

• Submissions must be electronic to shayna.t.eichner.civ@us.navy.mil and limited to 4MB.

• The government will use responses to make acquisition decisions regarding potential set-asides.

• The government will determine whether to set aside the procurement for small businesses. If set aside, FAR clause 52.219-14 (Limitations on Subcontracting) will apply, requiring the prime contractor to perform at least 15% of the contract cost (excluding materials).

• Firms must provide their small business status. 8(a) Mentor-Protégé joint ventures must provide SBA approval.

• Firms must demonstrate experience as a Prime contractor on relevant projects completed within the last seven (7) years.

• Relevant projects must be:

  • Size: $20,000,000 or greater final construction cost.
  • Scope: Construction of a Water Treatment Facility, Wastewater Treatment Facility, and/or Groundwater Treatment Facility for remediation or providing quality water.
  • Complexity: Must collectively demonstrate experience in phased construction, utility plants, large groundwater treatment systems (≥ 2 MGD), and treatment systems (iron filtration, GAC, AOP).

• A minimum of two (2) and a maximum of five (5) relevant projects should be submitted, with each project description limited to two pages.
