Submission Requirements & Eligibility
Interested sources must demonstrate capabilities in:
- Production, manufacturing, assembly, inspection, testing, packaging, and delivery of the specified mine canisters.
- Compliance with the Berry Amendment (DFARS 252.225-7008 and 252.225-7009).
- Plans for qualifying production, including details on minimum order quantity, cost range, lot sizes, and production rates.
- Risk assessments (technical, performance, cost, schedule, material/supply chain, production, NRE).
- Cost estimates for Non-Recurring Engineering (NRE) and recurring engineering for First Article Test (FAT).
- Evidence of ISO9001 or AS 9100 certification, or a roadmap to acquire it.
To access Technical Design Packages (TDPs) and other critical technical data, respondents must:
- Be registered in the System for Award Management (SAM).
- Have an approved DD Form 2345 (Militarily Critical Technical Data Agreement).
- Possess facility clearance to handle classified material and certification to receive export-controlled technical data.
- Execute a Non-Disclosure and Non-Use Agreement (NDA).
