Sources Sought Notice

This notice is for market research to identify potential sources capable of providing the production, manufacturing, assembly, inspection, testing, packaging, shipping, and delivery of Volcano Mine Canisters (M87A1 Tactical AT Mine Canister, M88 Practice Mine Canister, and M89 Training Mine Canister). These canisters are compatible with the M139 Mine Dispenser (Volcano). Potential procurement may include Engineering Services. The U.S. Army Contracting Command-New Jersey (ACC-NJ) is conducting this research to inform future acquisition strategies.

• Production, manufacturing, assembly, inspection, testing, packaging, shipping, and delivery of M87A1, M88, and M89 Volcano Mine Canisters.

• Canisters must be compatible with the M139 Mine Dispenser.

• Potential inclusion of Engineering Services.

• Compliance with specialty metals restriction of the Berry Amendment (DFARS 252.225-7008 and 252.225-7009).

• Respondents must address plans to qualify their production.

• Anticipated contract type: One or more five-year, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts.

• Deliveries are anticipated to start in Fiscal Year 2029.

• Interested sources should describe their capabilities, facilities, personnel, and past manufacturing experience related to the criteria.

• Provide technical and manufacturing capability and past performance in explosives processing.

• Detail plans for obtaining necessary resources if not currently available.

• If using subcontractors, they must also meet the criteria.

• Provide details on minimum order quantity, cost range, lot sizes, and production rates for each canister type.

• Assess risks in technical, performance, cost, schedule, material/supply chain, production, and NRE areas.

• Provide cost estimates for NRE and recurring engineering for First Article Test (FAT).

• List volatile raw materials at risk.

• Provide evidence of ISO9001 or AS 9100 certification for the company and supply chain, or a roadmap to acquire it.

• Include company name, address, Cage Code, UEI, POC, ownership, business classification, and contact information.

• U.S. / Canadian contractors must submit DD Form 2345, AMSTA-AR Form 1350, and a Volcano / Non-Use Agreement to access Technical Design Packages (TDPs).

• The requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition.

• All small business set-aside categories will be considered.

• Respondents must be registered in the System for Award Management (SAM).

• Respondents must have an approved DD Form 2345 for access to TDPs.

• Respondents must have facility clearance to handle classified material and certification to receive export-controlled technical data.

• Responses must be submitted via email no later than 1600 EST on October 23, 2025.
