• Responses are voluntary and will not be returned.

• No costs incurred in response will be paid by the government.

• Responses may be used to develop an acquisition strategy and a future RFQ.

• Response limit: 7 pages, single-sided, Microsoft Word or Adobe PDF, 12-point font, 8.5 x 11 page with 1" margins.

Performance Work Statement (PWS)

To provide mission-planning and continuous organizational improvement (COI) master black belt-level augmentation support to the Defense Logistics Agency (DLA) J7 Enterprise, under the direction and guidance of the J7 Program Management Office (PMO).

The contract encompasses all activities necessary to provide master black belt support in strategic, programmatic, and operational acquisition mission planning and business transformation/engineering. This includes continuous organizational improvement, common operating picture/balanced scorecard dashboard development and execution, and continuous process improvement project identification and selection, all to transform the J7 Enterprise into agile, adaptive, and resilient acquisition solutions.

• Base period and one twelve-month option period.

• 100% of work at McNamara Headquarters Complex, Fort Belvoir, VA, or other designated location directed by the COR.

• Key Personnel: Lean Six Sigma Certified Master Black Belt with specific experience and education requirements.

• Security: Unclassified work, but IT-III or active NACI required for on-site personnel.

• Data Use: Access to controlled unclassified information (CUI) requires strict confidentiality and prevention of unauthorized use/disclosure.

• Government Furnished Equipment/Information: Laptops, e-mail accounts, security badges, Common Access Cards (CACs), facilities, and other support will be provided.

• Federal Holidays: Services not required on observed Federal holidays.

• Transition In/Out Plan required for awardee.

• Non-Disclosure Agreement and Conflict of Interest forms required.

• Common Access Card (CAC) procedures must be followed for access.
