Evaluation Criteria
Offers will be evaluated on a Best Value basis, considering Technical Capability, Past Performance, and Price. Technical Capability (Technical Approach, Personnel Qualifications, Quality Control Plan) and Past Performance (experience, timeliness, customer satisfaction, downtime minimization) are considered significantly more important than Price.
