Purpose
To provide supplemental transportation support for United States Military Academy (USMA) cadets, staff, and faculty, specifically for services not covered by Base Operations Support (BOS).
Scope of Work
- Personnel Transportation: Transport 1-50 personnel between USMA and area airport terminals (JFK, LaGuardia, Newark, Stewart).
- Medical Transportation: Transport USMA cadets to medical facilities within a 150-mile radius of West Point, NY, including one-way or round trips.
- Vehicle Fleet: Utilize a Contractor-Owned Contractor-Operated (COCO) vehicle fleet, including Charter Buses, 4-door Sedans, and 15-passenger Vans/Airporters. The contractor is responsible for all maintenance and costs; no Government Furnished Equipment (GFE) will be provided.
Performance Standards & Requirements
- Execute Transportation Movement Requests (TMRs) within requested timelines (24 hours' notice for standard, 48 hours for overtime).
- Utilize the "USMA Transportation Application" system for TMRs and obtain network access.
- Provide weekly updates on executed TMRs and submit a monthly "Operations Report" (CDRL-01).
- Conduct semi-annual Performance Management Reviews.
- Adhere to security and compliance regulations, including Army Contractor Manpower Reporting, NCIC-III, TSDB adjudication standards, installation access badges, and iWATCH program training.
