Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing integrated solid waste and recycling management services within the boundaries of Vandenberg Space Force Base (VSFB), CA.

• Integrated Solid Waste Management: Collection and disposal of solid waste and food waste, including daily emptying of food waste containers and at least weekly emptying of other trash containers. Establishing and submitting vehicle routes and collection schedules.

• Recyclable Materials Processing and Diversion: Collection and processing of specified recyclable materials (e.g., metal, glass, paper, cardboard, plastics #1-#7, tires, appliances). Reporting on tonnage and sales of recyclables.

• Roll-Off Services: Providing roll-off containers for construction and demolition debris or project waste, with disposal at approved facilities.

• Container Management: Managing the government's existing inventory of trash and recycling containers, including repair and disposal of unserviceable units.

• Reporting: Submitting monthly and quarterly reports on tonnages, tipping fees, recycling sales, and waste stream analysis.

• Quality Control: Maintaining an effective Quality Control Plan (QCP) with minimal non-conformances.

• Customer Complaints: Limiting validated customer complaints to a specified number per month for various service areas.

• Regulatory Compliance: Adhering to all applicable federal, state, and local regulations, and avoiding Notices of Violations (NOVs).

• Timeliness: Meeting specified response times for unscheduled collections and report submission deadlines.

• Services are to be performed within Vandenberg Space Force Base (VSFB), CA.

• Specific hours of operation are Monday through Friday, 6:00 a.m. to 4:30 p.m., with availability for emergency or mission-essential operations outside these hours.

• Personnel: Employees must present a neat appearance, be easily recognizable, and speak, comprehend, read, and write English. Restrictions apply to employees posing a threat to safety or security.

• Security: Compliance with VSFB security requirements, including obtaining necessary passes and badges. Specific procedures for base access, including gate restrictions and vehicle searches.

• Safety: Adherence to OSHA and other safety requirements, including reporting accidents and managing vehicle safety.

• Government-Furnished Facilities: Access to a fenced laydown/storage lot for container management and storage.

• Invoicing: Submission of electronic invoices and supporting documentation by specified deadlines.

Sources Sought / Request for Information (RFI)

This RFI is issued by the Department of the Space Force, 30 CONS/PKB Contracting Squadron at Vandenberg SFB, CA, for market research and planning purposes. The government is seeking to identify qualified businesses capable of providing non-hazardous solid waste and recyclable materials collection and disposal services. This RFI does not constitute a solicitation, and no contract award is being made at this time.

The government requires a contractor to provide personnel, equipment, and services for the collection, transportation, and disposal of non-hazardous solid waste and recyclable materials across Vandenberg SFB. This includes managing refuse containers, providing scheduled and unscheduled collections, and ensuring compliance with environmental regulations.

Respondents are asked to provide:

• Capability Statement: Demonstrating ability to perform the services, including company details, business size, relevant experience, and past performance.

• Technical Questions: Detailed responses to questions regarding service operations, logistics, recycling programs, waste diversion, technology, reporting, and customer service.

• PWS Feedback: Comments on the attached Draft Performance Work Statement (PWS) to help refine requirements and acquisition strategy.
