This amendment (0001) to the solicitation makes the following changes:

• Electronic Submission Email: The email address for electronic proposal submissions has been updated from a Box link to KSC-DL-OPCS-PROPOSALS@mail.nasa.gov.
• New FAR Clause: FAR Clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors (APR 2026) (DEVIATION APR 2026)", has been incorporated.
• Bidder Inquiries: Government responses to bidder inquiries are provided.
• Solicitation/Contract Form: The "Party to receive Proposal" information has been updated to reflect the new email address.
• Section C - Specification/SOW/SOO/ORD: The acquisition is for Architect-Engineer Services for design and other professional services for rehabilitation, modernization, and development of systems for facilities, utilities, and ground support systems.
• Section I - Contract Clauses: The new FAR clause (52.222-90) has been added.
• Section J - List of Attachments: Attachment 4, "EFSS-Box-Offeror-Proposal-Submission-Instructions", has been deleted.
• Section L - Instructions, Conditions, & Notices to Offerors or Quoters:
  • The email address for submitting questions and comments has been updated.
  • The electronic submission email address has been updated.
  • The deadline for submitting questions has been clarified.
  • The period for evaluating past performance has been extended to the immediate past six years.

Sections A, C, I, J, L, and M of the solicitation have been affected by this amendment.

Proposal submission deadlines and evaluation criteria (specifically the period for past performance) have been modified. Offerors must use the updated email address for submissions and questions. The maximum number of projects to be submitted in Section F of the SF 330 has been clarified as 10.

Solicitation / RFP / RFQ

This solicitation is for a regional multiple award, indefinite-delivery indefinite-quantity (IDIQ) contract for Architecture and Engineering (A-E) services. The services are needed to rehabilitate, modernize, and/or develop new systems for facilities, utilities, and Ground Support Systems (GSS) across multiple NASA locations, including Kennedy Space Center (KSC), Cape Canaveral Space Force Station (CCSFS), Stennis Space Center (SSC), Johnson Space Center (JSC), and Marshall Space Flight Center (MSFC), with potential performance at other NASA sites nationwide.

The scope of work includes A-E services for engineering infrastructure, equipment, and facilities. Specific disciplines include Civil, Structural, Mechanical, Electrical, Architecture, and additional specialized experience in multiple project phases (planning, feasibility studies, design, environmental permitting, construction support, etc.).

Key tasks include:

• Conducting field investigations and surveys.

• Preparing engineering reports with recommended actions.

• Preparing trade studies.

• Preparing designs, specifications, reports, and other contract documents.

• Providing construction site inspection and engineering support during construction.

• Performing computer-aided design and analysis.

• Writing specifications and detailed construction scheduling and cost estimating.

• Performing third-party plans review for compliance with building codes.

• Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) with firm-fixed-price task orders.

• Ordering Period: Five (5) years from the date of contract award, with an option period of up to 6 months.

• Estimated Total Value: Task Orders will not exceed $150 million for the five-year ordering period.

• Proposals are due by 2:00 PM ET on May 27, 2026.

• Submissions must be made electronically via NASA's Enterprise File Sharing and Sync Box (EFSS Box).

• Evaluation will be based on five criteria: Specialized Experience (35%), Professional Qualifications (35%), Past Performance (10%), Capacity to Accomplish Multiple Task Orders (10%), and Location Knowledge/Experience (10%).

• Awards will be made to offerors deemed responsible, whose proposals conform to requirements, and represent the Best Value to the Government.

• This acquisition will be conducted under full and open competition.

• NAICS Code: 541330 (Engineering Services), Size Standard: $25.5 million.

• Up to ten (10) IDIQ contracts will be awarded, with up to three (3) awards reserved for small business concerns.

• A small business subcontracting goal of 5% is established.

• Offerors must submit a completed SF 330, Architect-Engineering Qualifications, Parts I and II.

• Past Performance Questionnaires (PPQs) must be submitted by customer contacts directly to the Contracting Officers by May 27, 2026.

• Firms are encouraged to submit proposals at least 24 hours prior to the due date to ensure timely delivery.

• Questionnaires should NOT be returned to the A-E team.
