Purpose & Scope

This RFI aims to gather industry feedback, recommendations, and best practices during the market intelligence phase for Space-Based Environmental Monitoring (SBEM) and Ground-Based Space Environmental Monitoring (GBSEM) technologies and services. The objective is to enhance the resilience, responsiveness, and accuracy of environmental data products supporting Department of War (DoW) operations. The Government is seeking well-defined responses with supporting documentation to assist in developing future acquisition strategies.

Key Areas of Interest

  • Technology Innovation: Solutions for advanced remote-sensing capabilities, including compact, low-cost GEO/HEO imagers, modular LEO/GEO/HEO platforms, innovative EM instruments, space weather/atmospheric sensing, and AI/ML algorithms for data processing and enhancement.
  • Commercial Delivery and Pricing Models: Innovative business approaches for hardware and data services, such as turnkey/hosted payloads, spacecraft/ground networks, and Data-as-a-Service (DaaS) models.
  • Dual-Use Capabilities: Concepts with commercial applications or support for other government mission areas.
  • Collaborative Partnerships: Existing or potential collaborations with international and academic partners.

Requested Information

Respondents should detail their applicable SBEM/GBSEM technologies and capabilities, including technical attributes, Technology Readiness Level (TRL), flight heritage, and operational assumptions. Information on system development, testing, demonstration readiness, scalability, affordability, integration, compatibility with data standards (e.g., netCDF, HDF5), and cybersecurity controls is also requested. Vendors must provide Rough Order of Magnitude (ROM) pricing for commercial DaaS, custom engineering/hardware, and advanced features (e.g., AI/ML).
