Quick Summary

The Department of the Air Force, Space Systems Command (SSC) is hosting an Industry Day for the Space Data Network (SDN) Mission Operations Center (MOC) and soliciting feedback on draft documentation. This effort aims to inform an upcoming Commercial Solutions Opening (CSO) for a single-award, Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The Industry Day was held on April 22, 2026, in El Segundo, CA. Industry feedback on draft documents is requested by April 29, 2026.

Industry Day Details

The SDN MOC Industry Day and Q&A Session took place on Wednesday, April 22, 2026, from 08:00 am – 12:00 pm PDT at The Aerospace Corporation in El Segundo, CA. The event provided insights into the SDN Backbone Overview, MOC Overview, Technical Requirements, and Programmatics. Attendance was restricted to U.S. citizens, and Controlled Unclassified Information (CUI) was discussed, with personal electronic devices prohibited. Registration for the event closed on April 20, 2026.

Draft Document Review & Feedback

SSC plans to release draft SDN MOC Spiral 1 documentation (Statement of Work and Technical Requirements Document) to solicit industry feedback prior to the CSO.

  • CUI Materials: Draft SOW and TRD, containing CUI, will be shared via DoD SAFE. To obtain these, submit a request to ssc.szm.security@us.af.mil, steven.mafla.ctr@spaceforce.mil, and rebecca.williams.4.ctr@spaceforce.mil with company name, address, CAGE code, UEI, active government contract number (or FSO-signed letter confirming CUI eligibility and handling), and POC details. Compliance with NIST SP 800-171 and DFARS 252.204-7012 for CUI protection is mandatory.
  • Classified Materials: A classified appendix to the TRD will be shared via JWICS. Request this by emailing the Technical POC with your JWICS email address.
  • Feedback Process: Industry should submit their top 8 most critical pieces of feedback by 8:00 am PDT on April 29, 2026. Feedback should highlight inconsistencies, ambiguities, omissions, or significant cost drivers. Submissions must be unclassified, using a provided Comment Resolution Matrix (CRM), and sent to the Technical POC. The government will consider feedback but does not plan to respond directly.

Anticipated Contract Details

The government anticipates awarding a single-award, Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for the SDN-B MOC. The Commercial Solutions Opening (CSO) is anticipated to be released on April 30, 2026. No set-aside was specified for this pre-solicitation activity.
