Request for Information (RFI)

This RFI is issued by the U.S. Space Force (USSF) Space Systems Command (SSC) International Affairs (IA) to conduct market research for Space Domain Awareness (SDA) Command and Control (C2) capabilities. This research is in response to a request from the Canada Department of National Defence (CAN DND). The RFI is for planning purposes only and will not result in an award. International companies, including Canadian, are welcome to respond.

The effort aims to produce System of Systems (SoS) options for SDA capabilities. Key areas of interest include:

• In Scope:
  • Data ingestion and management across multiple security domains.
  • Cross-domain solutions and interoperability with allied systems.
  • Analytics, visualization, dashboards, collaboration tools, and mission planning applications.
  • Artificial Intelligence/Machine Learning (AI/ML) for exploitation, anomaly detection, decision support, and workflow optimization.
  • Resiliency measures, cybersecurity, and lifecycle sustainment.
  • Capabilities for observation processing, object characterization, and orbit determination/dissemination.
• Out of Scope:
  • Telemetry, Tracking, and Command (TT&C) functions.
  • Direct tasking or commanding of satellites or payloads.
  • Ground station operations.

The envisioned SDA system should access and fuse data from diverse sources, enhance command and control, ensure interoperability, provide mission assurance, automate processes, and adapt to changes in the space domain.

Vendors are invited to provide information on existing or planned solutions at Technology Readiness Level (TRL) 6 or greater that can support:

• Orbit Determination
• Catalog Maintenance
• Safety of Flight Applications (Conjunction Assessment, Radio Frequency Interference deconfliction)
• Force Enhancement (reentry assessment)
• Event Products
• Catalog Products

Partial responses are welcome. Responses should include rough order-of-magnitude (ROM) costs for licensing, integration, and sustainment, as well as typical timelines for adaptation or deployment.

• Format: Responses should not exceed 30 pages, use 8.5 x 11-inch portrait format (Times New Roman 12-point font, 1-inch margins), and be submitted as PDF or Microsoft Word documents. A cover sheet with company contact information is required.
• Deadline: Responses are due no later than 1700 PST on March 20, 2026.
• Transmission: Unclassified responses should be sent to ssc.iaf.marketresearch@spaceforce.mil.
• Questions: Unclassified questions should be directed to the same email address.

International companies, including Canadian, are welcome to respond. No specific set-aside is mentioned.

• Responses should include capabilities statements, estimated cost/price for services/supplies, and estimated schedules.
• Responses are due no later than 1700 PST on February 20, 2026.
• Submissions should not exceed thirty (30) pages and must be in PDF or Microsoft Word format.
• Unclassified responses are preferred.
• Questions should be submitted to ssc.iaf.marketresearch@spaceforce.mil.

No specific set-aside requirements are mentioned. International companies are explicitly welcomed to respond.

• Responses become USG property and will not be returned.
• The USG and CAN DND do not intend to pay for information received.
• Non-Government advisors may be used to review responses.
