The U.S. Air Force is soliciting proposals for the engineering, furnishing, installation, and testing (EFI&T) of a Secure Video Teleconference (VTC) suite in Building 23, Room 233 (Wing Commander's Office) at Spangdahlem Air Base, Germany. Scope of Work

The contractor will provide all equipment, labor, and materials to design, install, and test a comprehensive VTC system supporting both NIPRNET and SIPRNET operations. Key components include:

  • Two 98-inch NEC screens, confidence monitor, podium monitor, multi-zone clock, and VTC rack monitor.
  • Primary cameras with automatic speaker tracking and a ceiling-mounted audio system.
  • A user-friendly touch-panel control system with four control panels (conference table, podium, controller's desk, outside room).
  • Integration with Microsoft Teams, existing video/audio matrix switchers, and computer systems.
  • Electronic signs for security classification display and lighting that changes color based on network enclave.
  • New 42RU lockable equipment cabinet, 3kVA UPS, and two Power Distribution Units.
  • User-facing BYOD connection points (USB-C) at the podium, conference table, and VTC equipment rack (SIPR BYOD only at control desk).
  • All equipment must comply with cybersecurity requirements, including DISA and JITC APLs, and be sustainable for a minimum of five years.
  • The project includes installation testing, user training (2-4 hours for up to 10 staff), and system maintainer training (on-site for up to 10 maintainers).

Contract Details

  • Contract Type: Firm-Fixed-Price (FFP).
  • Acquisition Value: Simplified procedures for acquisitions at or below SAT ($350,000) or > SAT, ≤ $9M.
  • Place of Performance: Spangdahlem Air Base, Germany.
  • Period of Performance: Ninety (90) days after contract award for installation, training, testing, and acceptance.
  • Warranty: A three-year warranty is required for all provided equipment, parts, and installation workmanship (excluding Cisco equipment).
