Spare Transformers for the Lower Snake River Plants

• T2 Transformer: 82,000/109,334 kVA, 500kV high-voltage, 13.2kV low-voltage. Both transformers must be delivered to the Little Goose Lock and Dam storage yard in Washington, including off-loading, reassembly, and testing. A critical requirement is the use of Hitachi brand high-voltage, high-voltage neutral, and low-voltage bushings to ensure direct replacement and compatibility with existing electrical bus duct systems without modification. Numerous detailed technical specifications, drawings, and submittals are required throughout the project lifecycle.

Contract Details

• Contract Type: Firm Fixed-Price.
• Estimated Value: $40 Million (overall transformer contract).
• Delivery Date: All CLINs (0001-0006) extended to September 30, 2031.
• NAICS Code: 335311 (Transformers: Distribution And Power Station).
• Economic Price Adjustment (EPA): The EPA clause cap has been increased to 25%.
• Financing: Installment payment financing is offered. A bid guarantee (20% of bid price or $3M, whichever is less) is required only if the offeror accepts Government financing and uses performance/payment bonds as security.

Set-Aside & Eligibility

This is an unrestricted acquisition. Small business participation goals are established: Total Small Business (5%), Small Disadvantaged Business (0.5%), Woman-Owned Small Business (0.5%), HUBZone (0.5%), Veteran-Owned Small Business (0.5%), and Service-Disabled Veteran-Owned Small Business (0.5%).

Submission & Evaluation

• Proposal Due Date: June 30, 2026.
• Submission: Electronically in two volumes: Volume I (Technical) and Volume II (Price & Administrative).
• Evaluation Factors: Proposals will be evaluated based on Fabrication Plan and Schedule, Technical Approach, Past Performance, Small Business Participation, and Price. The first three factors are equally important and more important than Small Business Participation. These four factors combined are significantly more important than Price. Award will be made on a best-value tradeoff basis.
• Inquiries: Must be submitted through the ProjNet Bidder Inquiry system.

Key Amendments

Multiple amendments have significantly updated the solicitation:

• The proposal due date has been extended several times, now set for June 30, 2026.
• The delivery date for all CLINs has been extended to September 30, 2031.
• The Economic Price Adjustment (EPA) clause cap has been increased to 25%.
• A bid guarantee is now required if the offeror accepts Government financing and uses performance/payment bonds.
• Technical specifications for both T1 and T2 transformers have been revised, and numerous FAR clauses have been added or modified, including those related to DEI discrimination and security requirements.
