• Letters of Authorization (LOAs): The Government has signed and returned all LOAs submitted by Offerors.
• Small Business Subcontracting Plan: Targeted amounts, goals, or initiatives will be stated within solicitation attachment "IV – Small Business Subcontracting Plan" and relevant acquisition regulations.
• Question Release: All supplier questions and DLA responses will be released in aggregate form, excluding questions related to Section B, Subsection Locational Marginal Price (LMP).
• Withdrawal of Offers: The Government concurs with the procedure for withdrawing offers at any time prior to award acceptance.
• Taxes: The contract price includes all applicable Federal, State, and local taxes and duties. Tax exemption certificates/numbers are not required for Government Agencies in MA, NH, and RI, but will be provided for Maine and Connecticut.
• Termination for Convenience: The Government will apply the process defined in FAR 52.212-4(1) for termination for convenience. The Government does not concur with alternative approaches for LMP priced CLINs (0011-0012), stating no termination liability for electricity purchased on a locational marginal pricing basis.
• Lease Agreements: The Government is not aware of any future closing, sale, or non-renewal of lease agreements for buildings beyond what is defined in the solicitation.
• Covered Defense Information (CDI)/Controlled Unclassified Information (CUI): No information has been identified as CUI or CDI at this time.
• Installation Data Sheet (Attachment I): Information for account numbers and service reference numbers for various CLINs (0010, 0015, 0004, 0006, 0010, 0007) has been provided in Amendment 0001, "Attachment I - Installation Data Sheet A0001."
• Usage Reductions/Growth: The Government is not aware of significant usage reductions/growth beyond what is defined in the solicitation.
• Behind-the-Meter Generation: The Government is not aware of any existing or planned behind-the-meter generation beyond what is defined in the solicitation.
• Pricing Structure (CLINs 0001-0010, 0013-0015): Amendment 0001 updates the language in Section B, Pricing Structure and Treatment. Specific components like Mystic Cost-of-Service Agreement Charges and Inventoried Energy Program (IEP) are no longer applicable and have been removed from pricing considerations. Day-Ahead Ancillary Services Initiative (DASI) costs are to be included.
• Locational Marginal Price (LMP): The Government is reviewing language and intends to provide updated language in a future amendment regarding LMP.

Solicitation / RFP / RFQ

This solicitation seeks proposals for the supply and transmission of electricity and ancillary services for various government installations in the New England region. The contract will be for a 24-month period, commencing May 1, 2026, through May 1, 2028.

• Supply and delivery of electricity and ancillary services to specified service points.

• Contractor is responsible for supply management, overall coordination of power delivery, and adherence to all applicable state and federal requirements.

• Contractor must maintain records of data required for billing in an electronic format and make them available to DLA Energy.

• Metering and meter reading services will be provided by the incumbent Utility Distribution Company (UDC).

• Contract type: Firm-Fixed Price (FFP), Requirements-type basis for electricity.

• For specific CLINs (0011 and 0012), the contract will utilize a Firm-Fixed Price, Requirements Type utilizing Locational Marginal Price (LMP) basis.

• Period of Performance: 24 months, from May 1, 2026, through May 1, 2028.

• Offer Due Date: November 4, 2025, at 01:00 PM local time for non-price proposals.

• Pricing will be submitted via a reverse auction on a date to be determined and announced via amendment.

• Evaluation factors include Past Performance, Technical Capability/Risk, Small Business Participation, and Price. Past Performance is the most important non-price factor, and Small Business Participation is the least important.

• Proposals must be submitted independently and completely, with each element pertaining directly to the associated Unique Entity Identifier (UEI).

• The acquisition is set aside for Small Business.

• The solicitation includes numerous FAR and DFARS clauses incorporated by reference and in full text.

• Attachment I - Installation Data Sheet contains detailed information for each account, including location, utility, account number, and historical usage data.

• Questions regarding the solicitation must be submitted in writing via email no later than October 17, 2025.
