Scope of Work

The contractor shall provide all necessary personnel, equipment, and materials for SOFAMT instruction. The training consists of a two-phase, nine-week course:

• Phase 1 (Distance Learning): A six-week computer-based instruction covering NREMT-B, PHTLS, and AMLS.
• Phase 2 (Resident): A three-week on-site instruction at Fort Bragg, NC, for NREMT-B, AMLS, PHTLS, and TCCC Tier III, including battlefield and disease-centric medical scenarios.
• Optional Culmination Exercise (CULEX): If exercised, the contractor will plan, coordinate, manage, and execute a CULEX simulating an Irregular Warfare environment.
• Optional Refresher Distance Learning: One-week NREMT-B DL refresher courses, facilitating up to 20 students per course, up to five times per fiscal year.

Contract Details

• Contract Type: Single-Award Firm-Fixed-Price (FFP) IDIQ with fixed-price task orders.
• Period of Performance: Base period from March 23, 2026, to March 22, 2027, with multiple option periods extending through March 22, 2031. The SOFAMT course itself runs from April 6, 2026, to June 12, 2026.
• Estimated Maximum Value: $16,500,000.00.
• Guaranteed Minimum: Two (2) SOFAMT task orders for the base period.
• Set-Aside: Total Small Business Set-Aside.
• NAICS Code: 611699 (Other Miscellaneous Schools and Instruction) with a size standard of $16,500,000.00.
• Place of Performance: Fort Bragg, NC (Resident phase), remote (DL phase), and contractor-provided facilities within 200 miles of Fort Bragg (CULEX, if optioned).

• Quote Format: Microsoft Excel (unprotected) and/or Microsoft Word, not exceeding 10 pages, including Technical Capability (TAB A) and Price (TAB B).
• Evaluation Factors: Best Value decision considering:
  1. Technical Acceptability (go/no-go factor)
  2. Price
  3. Past Performance The Government reserves the right to award to a higher-priced offeror if technical superiority warrants the additional cost.

Key Requirements

• Certifications: Contractors must be accredited to train and certify NREMT-B, AMLS, PHTLS, and TCCC Tier 3, with a minimum 90% EMT-B passing rate in the last two years.
• Experience: Demonstrated experience in providing SOFACC programs and instruction in specified medical areas within the last two years.
• Key Personnel: Specific qualifications are required for Program Director, Program Manager, Logistics and Simulations Support Specialist, and CULEX Director.
• Security: Personnel must meet U.S. citizenship requirements and comply with installation access and security protocols.
• Student Capacity: Maximum 18 students per class, minimum 6 students.
