• EMT-B Passing Rate (PWS 1.6.6): The government will accept historical pass rates from Key Personnel, teaming partners, or subcontractors, or equivalent high-level operational medical training success for USSOCOM elements.
• SOFACC Program Experience (PWS 1.6.6): While a two-year requirement for SOFACC program experience is stated, contractors with similar scale/scope experience within the last three to five years will be considered. Preference is given to those with recent experience (within two years) to ensure currency with evolving protocols.
• CULEX Location (PWS 1.4.4): The 200-mile radius for CULEX is measured by straight-line air miles from Fort Bragg Main gate. Driving distance within this range is acceptable.
• Long-Range Movements (PWS 1.4.4): The 25-mile movement requirement refers to a linear movement corridor, which can utilize a combination of commercial, private, or public lands and facilities.
• Medical Director (PWS 4.2 & 4.3): The contractor is responsible for providing all requirements for EMT-B, PHTLS, AMLS, and TCCC Tier III certifications, including oversight by a licensed Medical Director. This has been added to the PWS.
• Proposal Submission (Instructions to Offerors): Technical Capability (TAB A) and Price (TAB B) are separate. TAB B is the completed SF1449 with pricing. The total submission SHALL not exceed 10 pages.
• Past Performance: Past Performance has been added as an Evaluation Factor and will be included in the Instructions to Offerors.
• Best Value Determination: Best value will be determined by relevant past performance, technical approach, detailed narrative of service provision, and price.
• TCCC Tier III CMC (PWS 1.2.2, 1.4.3): The TCCC Tier III certification will be moved from Phase 2 to Phase 3 CULEX. Phase 2 will allot 15 days for EMT-B, PHTLS, and ALMS completion.
• Phase 3 CULEX Length (PWS 1.4.4): The maximum length for Phase 3 CULEX is 7 days.
• Refresher DL Frequency (PWS 1.4.5): The requirement for CLIN 0003 is 5 times per year, and CLIN X003 has been updated accordingly.

Performance Work Statement (PWS)

To provide Special Operations Forces Austere Medical Technician (SOFAMT) training to non-medical personnel, enabling them to perform casualty care operations critical for mission success in austere or denied environments.

• Two-Phase Training: A nine-week course comprising a 6-week Distance Learning (DL) phase and a 3-week Resident phase.

• Phase 1 (DL): Contractor-provided online training in National Registry Emergency Medical Technician Basic (NREMT-B), Advanced Medical Life Support (AMLS), and Prehospital Trauma Life Support (PHTLS).

• Phase 2 (Resident): Three weeks of classroom instruction and certification testing at Fort Bragg, NC, covering NREMT-B, AMLS, PHTLS, and Tactical Combat Casualty Care (TCCC) Tier 3. Includes tactical, clinical, and prolonged field care scenarios.

• Optional CULEX: A Culmination Exercise (CULEX) may be exercised to simulate an Irregular Warfare environment, requiring contractor planning, coordination, and execution.
