Scope of Work
The IDIQ will cover 12 categories of specialized OSINT tools, each corresponding to a Contract Line Item Number (CLIN). These categories include:
- Financial/Banking Information
- Deep/Dark Web
- Digital Assets
- US Business Information
- International Business Information
- Vehicle History and Technical Information
- Historical Internet Data
- Terrorism Related Information
- Image Information
- Video Information
- Identity Records
- Property and Land Records
Contractors will offer tools fitting one or more CLINs, with the FBI selecting a maximum of two tools per CLIN. Tools must provide robust analytics, user-friendly Graphical User Interfaces (GUI), comprehensive security, 508 compliance, data export capabilities, 24/7 availability and helpdesk support, and training. Tools must be accessible online via commercial web browsers from FBI devices. Exclusions include Advertising Technology (AdTech) and Mobile Advertising IDs (MAIDs), and facial recognition capabilities must be disabled.
Contract Details
- Contract Type: Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ)
- Set-Aside: Women-Owned Small Business (WOSB) / Economically Disadvantaged Women-Owned Small Business (EDWOSB)
- Minimum Guarantee: $500 per contract year per awardee
- Period of Performance: One base year, four 12-month option periods, and a 6-month extension.
- Place of Performance: Online, accessible via the open internet.
- Eligibility: U.S.-based small businesses, authorized resellers, with valid SAM.gov registration.
Submission & Evaluation

- Proposals Due: April 17, 2026, 12:00 PM ET (submit via email to the Contract Specialist).
- Proposal Structure:
- Volume 1: Company Data (1 page)
- Volume II: Technical Approach (9 pages) - CAI Answers and Company Terms and Conditions do not count toward this page limit.
- Volume III: Price (3 pages) - Pricing must be submitted using the provided template, proposing a minimum of three of the four license tiers per CLIN.
- Evaluation: Best-value "trade-off" approach. Technical Approach is more important than Price. Company Data Validation is Pass/Fail.
- Validity: Proposals must be valid for 120 days.
Additional Notes
Award is contingent on AI evaluation, Product Risk Assessment (PRA), and potentially a Privacy Impact Assessment (PIA). A CISA Attestation Form is required. The Government reserves the right to conduct on-ramp and off-ramp competitions.
