Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for "In person Speech Therapy Services" to be provided to students with disabilities at Mariano Lake Community School, located at POB 787, Navajo Route 49, Crownpoint, NM 87313. The services are required to meet the specific needs of children with disabilities in their Least Restrictive Environment, as mandated by the Individuals with Disabilities Education Improvement Act (P.L. 108-446) and the Elementary & Secondary Education-Every Student Succeeds Act (ESSA Section 111 (b)(A)).

• Provide Speech Therapy services for up to 12 students.

• Conduct Speech Therapy re-evaluations and evaluations for up to 12 students.

• Services must be provided on-site at Wingate High School.

• Contractor must be New Mexico state certified and/or licensed, and licensed by the American Speech-Language-Hearing Association (ASHA) or other national accreditation.

• Services must align with students' Individual Education Plans (IEPs).

• Contractor must provide their own test materials, therapy materials, and technology equipment.

• Contractor must provide a written summary of services prior to exiting a student from related services and a performance exit report upon graduation or aging out.

• Contractor must provide monthly invoices and weekly/bi-weekly/monthly service logs.

• Contractor must participate in student IEP meetings (in-person or virtually).

• Contractor must provide a monthly schedule of service delivery and sign-in for documentation.

• Contractor must provide annual updates of IEPs utilizing the BIE NASIS system.

• Contractor must complete BIE (Bureau of Indian Education) IMT training and SCAN Training.

• Contract Type: Time and Material (including Labor Hour) type purchase order.

• Period of Performance: August 1, 2026, to July 31, 2027 (Base Year); August 1, 2027, to July 31, 2028 (Option Year 1); August 1, 2028, to July 31, 2029 (Option Year 2).

• Estimated hours: 1,808 hours per year.

• Quotes are due by May 4, 2026, at 5:00 pm MDT.

• Quotes must be submitted via email to charmaine.williams-james@bie.edu.

• Technical questions are due by April 30, 2026, at 10:00 am MDT, submitted in writing to the Contracting Officer.

• Evaluation will be based on Capabilities, Key Personnel, and Price.

• Award will be made to the responsible quote that is most advantageous to the Government.

• This acquisition is set aside 100% for Indian Small Business Economic Enterprise (ISBEE).

• NAICS Code: 621340 (Offices of Physical, Occupational and Speech Therapists, and Audiologists).

• Small Business Size Standard: $12.5 M.

• Offerors must be registered in SAM.gov.

• Offerors must complete and submit the Indian Economic Enterprise Representation Form.

• Background investigations are required for all contractor employees who will be onsite or have access to Personally Identifiable Information (PII).

• Contractor personnel must be U.S. citizens.

• Indian Preference (IP) recruitment and hiring practices apply.

• The contract is subject to Contractor Performance Assessment Reporting (CPARS).
