Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, specifically "In person Speech Therapist Services." The Bureau of Indian Education (BIE), Division of Acquisitions, anticipates awarding a single "Time and Material (including Labor Hour)" type purchase order. This solicitation is a Request for Quote (RFQ) in accordance with FAR part 12, Commercial Items Simplified Acquisition Procedures.

• Provide Speech Therapist Services at Bread Springs Day School.

• Services include direct services to students (counseling, eligibility evaluation, IEP implementation, direct intervention) and indirect services (assessment, consultation with teachers, pre-referral interventions, classroom observation, screening, following IDEA, BIE, and FERPA guidelines, daily logs, progress reports, evaluation reports).

• Services must be provided in person.

• Speech Language Pathologists must maintain valid State of New Mexico and National Licensure requirements.

• Services must be performed at the school location.

• Contract Type: Time and Material (including Labor Hour)

• Period of Performance (POP): Base Year: August 1, 2026 - July 31, 2027; Option Year 1: August 1, 2027 - July 31, 2028; Option Year 2: August 1, 2028 - July 31, 2029.

• Location: Bread Springs Day School, Hwy 602, 1750 East Skeets Road, Gallup, NM 87305.

• All-inclusive service rate is required, covering all costs/expenses including labor, service, supplies, materials, taxes, and travel.

• Estimated hours: 1,808 hours per year.

• Quotes are due by May 4, 2026, at 5:00 pm MDT.

• Quotes must be submitted electronically via email to charmaine.williams-james@bie.edu.

• Technical questions are due by April 30, 2026, at 10:00 am MDT.

• Evaluation will be based on Capabilities, Key Personnel, and Price.

• Capabilities will be evaluated based on contractor's relation to the requirement, experience, and understanding of the project.

• Key Personnel evaluation requires resumes, Master's degree in Speech Therapy, current State of New Mexico License/Certifications, and a commitment letter.

• Price will be evaluated for reasonableness.

• NAICS Code: 621340 (Offices of Physical, Occupational and Speech Therapists, and Audiologists)

• SB Size Standard: $12.5 M

• Set Aside: 100%-Indian Small Business Economic Enterprise (ISBEE).

• Offerors must be Indian economic enterprises and small business concerns.

• Background investigations are required for all personnel.

• Contractors must comply with safety and health regulations, including providing PPE.

• Immunizations are required.

• The contract is subject to Contractor Performance Assessment Reporting (CPARS).
