  • Original Solicitation: Estimated hours were listed as 180 Days in a School Year (1440 total hours), 8 hours per Quarter (32 total hours) for parent teacher conference and 336 hours for Summer, totaling 1,808 hours.
  • Correction Made: Estimated hours are now listed as 8 hours/day X 1 day per week X 42 weeks = 336 labor hours. Bidders are instructed to submit quotes for 336 labor hours for Base Year, Option Year 1, and Option Year 2, including the overall total.

  • Correction Made: This section is replaced to state that the Government contemplates award of a "Labor Hour" contract.

Pages 1, 4, and 19 of the solicitation have been modified. Specific sections include PRICE SUMMARY, CONTRACT TYPE, TIME FRAMES AND DELIVERABLES, Evaluation criteria for Key Personnel, and Type of Contract.

Bidders must adjust their quotes to reflect the revised estimated labor hours and the "Labor Hour" contract type. The requirements for key personnel experience have also been expanded. The deadline for submitting background investigation documentation has been removed from this section, but bidders should refer to the existing clause on page 12.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, specifically "In person Speech Therapist Services." The Bureau of Indian Education (BIE), Division of Acquisitions, anticipates awarding a single "Time and Material (including Labor Hour)" type purchase order. This solicitation is a Request for Quote (RFQ) in accordance with FAR part 12, Commercial Items Simplified Acquisition Procedures.

• Provide Speech Therapist Services at Bread Springs Day School.

• Services include direct services to students (counseling, eligibility evaluation, IEP implementation, direct intervention) and indirect services (assessment, consultation with teachers, pre-referral interventions, classroom observation, screening, following IDEA, BIE, and FERPA guidelines, daily logs, progress reports, evaluation reports).

• Services must be provided in person.

• Speech Language Pathologists must maintain valid State of New Mexico and National Licensure requirements.

• Services must be performed at the school location.

• Contract Type: Time and Material (including Labor Hour)
