This document is a Sources Sought notice for a High Speed Combustion Analyzer (HSCA). It is intended to gather information from potential vendors to determine acquisition strategy, including potential set-asides for small businesses.

Respondents are instructed to provide the following information:

• Company contact details (name, address, POC, phone, email).

• Ownership and control statement (domestic/foreign).

• Socio-economic status (e.g., small, 8(a), HUBZone).

• DUNS/CAGE Code and web page URL.

• Manufacturer status or information about the manufacturer.

• Statement on the release of proprietary data.

• Information on standard warranty.

• Recent sales history to commercial companies.

• Small Businesses: If interested in prime contracting, provide details on how compliance with FAR clause 52.219-14 (Limitations on Subcontracting) would be achieved, including teaming arrangements and subcontracting percentages.

• All Respondents: Provide feedback on areas suitable for small business subcontracting if the acquisition is not set aside.

• Capability Survey: Describe facility capabilities, staff composition, past experience on similar projects (including contract details and POCs), any requirements that would preclude their solution, and information on market pricing and terms offered to government vs. commercial entities.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a new High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) system to replace an outdated and inoperable unit.

• Provide a new HPLC-MS system that meets specified minimum technical requirements.

• Components must be from the same manufacturer and serviced by the OEM.

• System must support Electro-spray ionization (ESI) and Atmospheric-pressure chemical ionization (APCI).

• Includes specific requirements for mass spectrum analyzer, nebulizer, pump, degasser, and data analysis software.

• Detector type must include Ultraviolet-Visible (UV-VIS) and Diode Array Detector.

• Must include an Autosampler with specific cooling, humidity control, and injection time requirements.

• Requires heated and cooled column compartments with independent temperature zones.

• System must be upgradable to supercritical fluids (SFC).

• Requires a Nitrogen Generator.

• Installation must be included and performed by the OEM manufacturer.

• Training for 3 people for 3 days is required.

• Operating pressure of at least 800bar.

• Sensitivity less than 70 Femto-grams of material Reserpine using SIM at 609.3 AMU.

• Signal to noise ratio less than 0.6µAU/cm for detector.

• Stable column compartment temperature of 0.1°C.

• System must be free from defects in material and workmanship for two years after receipt.

• Delivery required no later than 9 months after contract award.

• Delivery Address: Air Force Institute of Technology/ENP, 2950 Hobson Way, WPAFB, OH 45433.

• Place of Performance: Wright-Patterson Air Force Base (WPAFB).

• Products must be domestic or qualifying country end products, complying with Buy American and Balance of Payments Program.

• Delivery requires inspection by Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) for vehicles larger than a pick-up truck.

• Specific procedures for vehicle inspection, driver lists, and resealing are detailed.

• Payment: 100% upon completion of all requirements, net 30 basis, via Wide Area Workflow (WAWF).
