Interested parties must submit a capability package providing clear evidence of their ability to provide an HSCA system that meets the mandatory IndiCom compatibility. Submissions must also include:

Statement on ownership and control (domestic/foreign).

For Small Businesses: Details on how FAR clause 52.219-14 (Limitations on Subcontracting) would be met, including teaming arrangements and subcontracting percentages.
All Respondents: Feedback on areas suitable for small business subcontracting if the acquisition is not set aside, and a capability survey covering facility capabilities, staff composition, past experience on similar projects (with contract details and POCs), any requirements precluding their solution, and market pricing/terms for government vs. commercial entities.
